Iowa Department of Transportation’s Mission is Making Lives Better Through Transportation. We are seeking an experienced Training Specialist 1 to serve in the MVD Learning & Development Unit of the Motor Vehicle Division (MVD). This unit is responsible for directing and implementing comprehensive new and continuing educational and training programs for over 200 internal staff, and over 800 county treasurer staff. This person will collaborate to design and prepare training and development curriculum.
Developed training will impact those engaged in credential issuance services under Chapter 321M for Iowa's 2.2 million driver's license holders and over 800 county treasurer staff who process vehicle title and registration applications for over 4 million registered vehicles in the state.
Responsibilities:
- Assisting with development of course schedules, training calendars, and coordination of course presentations.
- Assisting in planning and determining course concepts, course objectives and delivery format based upon organizational needs, best practices and leadership objectives;
- Identifying opportunities for blended learning, including computer-based and on-line learning, where appropriate.
- Facilitating training for a variety of audiences. This position will be responsible for putting together in-person training courses and will be expected to welcome trainees, set course expectations and objectives, coordinate guest speakers and speaker accommodations if necessary, introduce topic areas and purpose of training, design courses, and develop reliable feedback mechanisms to be regularly reviewed by the Education & Information unit for performance monitoring and areas for potential improvement.
- Communicating course schedules, any course prerequisites, and assisting with questions about any necessary travel and classroom access.
- Communicating trainee progress with supervisors and management staff and provide advice, guidance, and feedback regarding trainee performance.
- Developing, administering, and assessing other modes of training including online training courses through the department's system; remote training using technology or other communication methods; and ad-hoc training and/or customized training for small groups or individuals.
- Planning, designing and developing learning strategies and solutions, including training courses, seminars, ad hoc trainings, and other educational activities to meet identified needs.
- Assessing organizational and training needs; analyze and evaluate information and data from a variety of sources; draw conclusions; make recommendations.
- Providing effective consultation and customer service to stakeholders and develop strong, trusting relationships.
- Facilitating/conducting training in person or online via recording or live webinar.
- Professionally represent the department at meetings, events, and conferences and present/deliver department messages and information to varied audiences.

Minimum Qualification Requirements
Graduation from an accredited four-year college or university;
OR
a combination of education and experience to total four years, substituting experience equal to one year of full-time work in the following areas for each thirty semester hours of qualifying coursework:
- Professional training, teaching, course development, facilitation or counseling experience in an educational setting;
- Professional personnel administration including such areas as job analysis, performance appraisal, selection devices or labor relations;
- Professional experience in a technical program area utilized by the employing agency;
OR
employees with current, continuous experience in the state executive branch equal to three years of full-time qualifying work.
