THE POSITION

The Office of Mental Health and Substance Abuse Services (OMHSAS), Bureau of Financial Management and Administration, Division of Medicaid Finance, Financial Analysis and Contract Review Section is seeking a Fiscal Management Specialist 2 to be responsible for monitoring the financial management and performance and capitation rate setting of HealthChoices contractors and Managed Care Organizations (MCOs) within a specific geographic area. DESCRIPTION OF WORK

As a Fiscal Management Specialist 2, you will review and analyze financial reports submitted by HealthChoices contractors and subcontractors which includes requesting necessary revision, clarification, or documentation of information contained within the reports. You will develop analytical reports, graphs, and charts for use within OMHSAS regarding the financial management of the HealthChoices contractors. These reports serve as one of the key tools in assuring sound financial management of HealthChoices. You will also develop and prepare various analytical materials for presentation to OMHSAS Executive Staff. These presentations often provide management summaries and critical financial information pertaining to the financial management of HealthChoices and are specific to issues impacting on-going and future financing of HealthChoices. In addition, you will develop and prepare materials for use in meetings with contractors to discuss financial performance. Quarterly financial monitoring and management meetings are held with each HealthChoices contractor. This position assumes a lead role in these meetings in presenting their analysis of financial information submitted by the contractor and MCO and presenting and discussing financial spreadsheets, graphs, and charts with the contractor and MCO.
