Central Coast Community Energy (3CE) is seeking a Power Resources Markets Manager to join our team!



THE IDEAL CANDIDATE:
The ideal candidate will possess energy data science experience and expertise to assist in expanding and managing our energy procurement analytical capabilities and systems.



ABOUT THE POSITION:
This is a program management level position in the Power Supply Resources Department. The Power Resources Markets Manager will be responsible for leading resource planning, short-term trading, and optimal scheduling of clean and renewable resources. Under the direction of the Director of Power Supply Resources, this position has responsibility for supporting efforts of effective power resource planning, especially with regard to short-term trading and optimal scheduling of clean and renewable resources under contract. Performs related duties and responsibilities as required.

Example of Duties

Duties may include but are not limited to the following:

• Provide lead analytical support to the Front Office in managing 3CE’s electric supply portfolio which includes maintaining, monitoring and reporting net open position, supply costs and risks.
• Assist in the implementation, management, optimization, and scheduling of contracted clean and renewable energy resources and/or energy storage systems.
• Develop and manage models & tools to provide managerial reports of 3CE’s portfolio cost, revenues and risks.
• Support procurement efforts to meet various 3CE objectives and/or compliance requirements including energy hedges, resource adequacy, and RPS.
• Assist in the development of clean and renewable energy and/or energy storage procurement strategies.
• Support the monitoring and evaluation of existing load forecasting models to improve upon their accuracy.
• Work with other CCAs to coordinate joint procurement related to resource adequacy and clean and renewable resources.
• Support integrated resource planning, modeling and implementation efforts.
• Assist the development and implementation of systems, processes, plans and reports to ensure compliance with all applicable laws, standards, mandates and regulatory requirements related to providing electricity as a load serving entity in California including meeting the Renewable Portfolio Standard (RPS), resource adequacy, power content label reporting, and integrating resource planning requirements.
• Evaluates, develops, implements, and manages 3CE’s energy risk management policies, load forecasting, and cost of energy forecasting.
• Formulates, recommends and/or implements actions for improvement of risk management and cost of energy models.

Typical Qualifications

Knowledge of:

• Principles of electricity generation, transmission, distribution, and infrastructure.
• Strong understanding of statistics, machine learning, and optimization algorithms and principles, and their application.
• Regulatory and legislative activities relating to Resource Adequacy, Renewable Portfolio Standard and decarbonization, distributed energy resources, demand response.
• Familiarity with policies and procedures at the CPUC, CEC, CARB, BAAQMD and the California ISO related to wholesale energy market, compliance related programs and products and greenhouse gas emissions and power content reporting.

Ability to:

• Ability to work independently or with a team, as needed.
• Manage project, teams and including managing multiple priorities.
• Self-directed and comfortable operating in a dynamic, fast-paced environment.
• Demonstrate patience, tact, and courtesy.
• Establish and maintain effective working relationships with persons encountered during the performance of duties, including counterparties, consultants, 3CE team members, and Board Directors.
• Communicate effectively verbally, in writing, and through presentations.
• Prepare high quality research, reports, and other written work products.
• Exercise sound judgment, creative problem solving, effective dispute resolution, and commercial awareness.
• Proficiency in Microsoft Office Suite and GIS software.

Education and Experience:



Education: Equivalent to a bachelor’s degree from an accredited university in Finance, Statistics, Accounting, Computer Science, Applied Mathematics, Data Science, Engineering, Economics, or other quantitative discipline.



AND



Experience: At least five (5) years of experience directly related to the duties and responsibilities described above.



Highly Desirable:

• Experience at an electric utility, municipal utility, Community Choice Aggregation program or in a closely related field.
• Subject matter expert in wholesale and retail power markets and resource planning.

BENEFITS: 3CE offers a competitive benefit structure to its full-time employees.

RETIREMENT - Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.

HEALTH INSURANCE - 3CE pays $1600.00 towards employee and family medical, dental and vision. 3CE contributes up to $2400 annually towards flexible spending benefit and $3600.00 towards HRA.

HEALTH & WELLNESS - 3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.

DEFERRED COMPENSATION - 3CE offers 457 deferred compensations.

PTO - Accrued in accordance with tenure. 160 hours cap.

CELL PHONE ALLOWANCE - This position is eligible for cell phone allowance of $50.00 monthly.
