Job description

Sayres, a leader in defense support services to the DoD, is currently seeking a Mid-level Logistics Analyst with a Secret Clearance in San Diego, CA . This position may offer remote and/or hybrid work arrangements based on customer discretion.

Responsibilities:

Serves as a Mid-Integrated Logistics Analyst for the Supply Support Integrated Product Support Element in support of an expeditionary shipbuilding program office. Major position responsibilities follow:

• The Supply Support Acquisition Logistician uses various software and logistics databases to document equipment configuration, supporting material, and parts in Allowance Equipage Lists (AEL) and Allowance Parts Lists (APL) for Contractor Acquired Property (CAP) and Government Furnished Equipment (GFE).
• Utilizes Material and Equipment Realtime Logistics Information Network (MERLIN) and Real-time Outfitting Management Information System-Material Management System (ROMIS-MMS) databases.
• Submits procurement requisitions and other procurement documentation. Monitors the Shipbuilder's outfitting process as described in the Shipbuilder's ILS Management Plan (ILSMP).

• Participate in the buy list process for the Expeditionary Sea Base Class by working with contracting personnel to expedite negotiations of Contractor Furnished (CF) spares procurements.

• Performs comparative analyses to ensure data integration and consistency for AEL and MMS databases.

• As spare part buy lists are generated, works with Naval Sea Logistics Center (NSLC) and management to review computer generated allowances, recommend adjustments based on current maintenance practices, space/weight limitations, dollar values, and other applicable criteria.
• Creates Buy List Reports and Summaries using Microsoft™ Excel by Consolidated Shipboard Allowance List COSAL) supply categories in a prescribed format which includes material costs, labor costs, and total costs.
• Tracks No-Quote line-items including total dollar for buy list items not procurable and recommend alternative methods to ensure these items are procured.

• Works with NSLC to develop, review, analyze, and report on buy list Independent Government Estimates (IGE), with price and profit to expedite negotiation.
• Refines IGE by identifying anomalies and pricing gaps in preparation for proposal review.
• Receives proposals and conducts Logistics Cost Analyses using the COSAL IGE.
• Runs and reviews Repairable Item Code (RIC) Hull Comparison Reports, Hierarchical Structure Code (HSC) Comparison and Validate Data Reports and works with shipbuilder personnel to update applicable fields from Validate Data Reports.
• Runs and reviews Reconciliation Reports, Part Number Validation Reports, and Pack and Re-Index Reports to complete alternate part cleanup activities.
• Runs batch National Item Identification Number (NIIN) and supersede NIIN functions, updates AEL column and conversion factor functions in MERLIN.
• Completes test buy list runs, reviews test buy list data, receives and processes feedback on test buy list data, and updates NIIN and cost data prior to loading into MERLIN.
• Participates in buy lists reviews to identify configuration changes and outfitting additions and deletions.

• Completes and extracts the deviations in MERLIN and informs the appropriate leadership.
• Runs final buy lists and provides the shipbuilder the appropriate COSAL batch load files.
• Prepares the buy list package for transfer to the Administrative Contracting Officer (ACO) and loads the COSAL batch load files in MMS.

• Performs liaison for outfitting matters between the technical team, Supervisor of Shipbuilding, Conversion, and Repair (SUPSHIP), the Shipbuilder, and others as appropriate to coordinate and resolve emergent issues and concerns.
• Monitors Government outfitting procurement and deliveries to support ship construction schedules. Investigates and recommends alternative solutions to mitigate risk and impediments.
• Performs research in Logistics databases to verify essential data elements such as National Stock Number (NSN), Acquisition Advice Code (AAC), Source of Supply (SOS), Unit of Issue (U/I), and Quantity Unit Pack (QUP).
• Maintains the MMS database for all GFE outfitting material and reports status of material. Reports include verifying accuracy of allowance requirements received from COSAL batch load files, uploads 1109 data and A0A data files.
• Transmits requisitions to Outfitting Requisition Control Accounting System (ORCAS), uploads requisition status reports from DLA Transaction Services Automated Message Exchange System (DAMES), and exports batch receipt data to report material receipt to Naval Supply Systems Command Weapon Systems Support (NAVSUPWSS).

• Works with the Defense Logistics Agency (DLA) and General Services Administration (GSA) on delinquent requisitions status and received material deficiencies.

Qualifications & Clearance Requirements

Education, Work Experience, Skills and Clearance Requirements:

• Bachelor's degree with minimum of five (5) years of related experience preferred or High School diploma with a minimum of seven (7) years of related experience.

• Experience in inventory management databases for Contractor and Government Furnished Equipment outfitting procurement and tracking.

• Experience working with Shipbuilding engineering, supply, and configuration management processes with respect to logistics.
• Experience with configuration and logistics information systems and processes.
• Experience mining federal supply systems for logistics information.
• Strong Information Technology skills with previous military experience is helpful.
• Strong Microsoft Office knowledge and skills, particularly Excel and PowerPoint.
• Must be able to work in a shipboard/shipyard environment.
• Basic analytical and problem-solving skills for conducting analysis is highly desired.
• Strong interpersonal skills for communicating with business unit personnel is desired.
• Must be a self-starter who works well independently and as part of a team.

• Proficiency in use of Material Management Software (MMS) database to create requisitions and transmit and track requisition statuses.

• Proficiency preparing detailed requisition reports and actions.
• Secret security clearance.
