Job description
OVERVIEW
Coordinates the provision of direct care involving the assessment, crisis intervention and/or referral of individuals in psychiatric/behavioral crisis on an emergency and 24/7 basis. Coordinates the Crisis Intervention Team (CIT) program and mobile crisis services for children and adolescents. Work is performed under broad supervision and is guided by agency policies and procedures, quality assurance, public and private payor guidelines, emergency mental health and diagnostic guidelines and professional practices and including ethical standards related to client interactions, state and federal licensure and accreditation regulations and guidelines.
DUTIES AND RESPONSIBILITIES
- Maintains 24/7 on call supervisory access to staff to present cases that require problem resolution, supervisory coordination with community partners, and/or clinical determinations for individuals being assessed to determine safety concerns both on an individual and community level and how to mitigate any risks.
- Oversees community crisis stabilization services for children and adolescents.
- Maintains and oversees law enforcement, judicial and medical provider involvement for hospital commitments at local psychiatric inpatient facilities.
- Coordinates Crisis Intervention Team (CIT Program) for RACSB to train law enforcement how to recognize and respond to behavioral health crises.
- Coordinates Marcus Alert legislation implementation
- Has primary responsibility for implementing changes to mental health law, DBHDS requirements and third party payer expectations.
- Collaboratively works alongside community partners to include private hospital staff, law enforcement, magistrates, correctional system staff, behavioral health staff, and all inner agency programs/providers.
- Coordinates services and is liaison with other agencies: hospitals, courts, social services, state offices and others in the communities.
- Arranges for CSB representation as required by Virginia law at commitment hearings and coordinates post-commitment disposition.
- Provides direct crisis intervention services to referrals to the program at the RACSB clinic or in the emergency facility.
- Provides direct service including providing brief crisis counseling for individuals and families.
- Classifies and refers new individuals to the appropriate agency treatment program.
- Completes assessments for individuals for hospitalization, completes the state required preadmission screening, evaluates and determines appropriate least restrictive environment to ensure the safety of the individual in crisis.
- Coordinates and secures inpatient psychiatric hospital admissions on a voluntary and involuntary basis.
- Responds to crisis calls on the emergency services crisis line
- Prepares and maintains statistical data for the local CSB board level as well as maintaining and reporting data monthly to the regional and state level.
- Coordinates a weekly interdisciplinary and inter‑agency meeting with local psychiatric hospitals relating to individual treatment and discharge coordination.
- Serves as a stakeholder for multiple interdisciplinary community-based meetings to support diversion efforts for individuals with behavioral health who intersect with law enforcement
- Has primary responsibility for allocation of LIPOS funding.
- Serves as agency contact for disaster preparedness.
- Provides quality assurance review of service input and other documentation to the electronic records system.
- Conducts monthly staff meeting with staff members.
- Supervises and maintains the schedules of emergency treatment staff members.
- Provides weekly clinical supervision to license eligible staff and monthly supervision to licensed staff.
- Maintains records and coordinates training and prescreening certification of all certified prescreeners in the agency.
KNOWLEDGE, SKILLS, AND ABILITIES
Extensive knowledge of the laws and legal procedures relating to the emergency mental health system; extensive knowledge of the principles, practices and techniques involved in the diagnosis, risk assessment and general treatment of the substance abusive, mentally and/or emotionally disabled population including individual and family therapy and counseling techniques and practices; extensive knowledge of community resources and hospitalization options throughout the State; thorough knowledge of the medical procedures, treatment providers and other agencies in service to the individual population; ability to establish and maintain rapport with the individual population and their families often in emotionally charged situations; ability to establish and maintain effective working relationships with other staff and with private and public community partners; ability to function calmly in and deescalate stressful, if not crisis situations; ability to risk assess and prioritize service demands; ability to prepare and maintain detailed records and prepare related reports ability to communicate effectively, orally and in writing; ability to maintain individual records; ability to establish effective working relationships with a variety of others; ability to plan the work of, train, supervise and evaluate subordinate professionals; ability to operate a vehicle; ability to conduct effective interviews, observe, assess and record individual behaviors and functioning and develop treatment and service plans .
TYPICAL EDUCATION, TRAINING AND WORK EXPERIENCE
Master's Degree in the Behavioral Sciences and considerable therapeutic counseling experience much of which involving crisis intervention and hospitalization of substance abusive, mentally and/or emotionally disabled individuals.
LICENSURE AND CERTIFICATIONS
Valid VA driver's license. VA license as LCSW, LPC, or LCP. State certification and qualified Pre-screener
