Candidates appointed to Personnel Specialist, Senior Presonnel, Personnel Supervisor I or Personnel Supervisor II are encouraged to apply. Appointment will be to Associate Personnel Analyst.
Under direction of the Classification and Compensation Manager (SSM I), with functional direction from other HR management staff, the incumbent will independently perform the full range of the more responsible and complex personnel analysis and tasks related to personnel management programs for the Office of the State Controller in accordance with the State Personnel Board’s (SPB’s) and the Department of Human Resources (CalHR) rules and regulations. Duties include, but are not limited to the following:
- Using various personnel references and policies, provide consultation, guidance and technical analysis regarding varied, sensitive and/or complex personnel management matters to resolve issues and present information, options and recommendations required to carry out the recruitment process.
- Ensure consistency and compliance with candidate eligibility, classification allocation, appropriate pay levels, organizations structure, and recruitment.
- Consult with and advise management regarding matters of employee progressive discipline such as performance; Corrective/adverse action, and Rejections During Probation; participate in investigations related to personnel matters; ensure documentation supporting action is consistent and support level of action.
- Participate in a variety of training to divisions on HR topics such as Position Justification; Progressive Discipline, etc. Perform project work such as assisting with classification studies; preparing reports, etc. Work with EEO, Talent Management, etc., on HR related tasks.
