Overview
The Airport Director is responsible for directing and providing oversight to ensure safe and efficient day to day operations, maintenance, and development of the Rocky Mountain Metropolitan Airport in compliance with Federal Aviation Administration (FAA) regulations. Manage the annual budget. Oversee all functions and operations of the airport. Represent the county to the public and private organizations and stakeholders.
Responsibilities
- Serve as the top executive directing the overall management of the airport and aviation system including capital, real property, human resources, and other assets.
- Establish airport policies, procedures, and performance standards to ensure safe, efficient, and effective operations that are in compliance with county standards, FAA regulations, Transportation Security Administration (TSA), and other rules and regulations.
- Ensure a safe and functional airport that exceeds all FAA requirements and directives.
- Develop and oversee implementation of the strategic vision, strategic objectives, organizational initiatives. Develop short and long-range goals and objects and establish annual goals, objectives, and tactical plans.
- Leads all negotiations for all projects on airport owned property including, hangar development, Fixed Base Operator (FBO) development, commercial air service, infrastructure projects, and future construction projects.
- Initiate and conduct negotiations with airlines, prospective tenants, and users of airport facilities and land. Directs the enforcement of contracts, leases, agreements, land acquisition, construction, and related activities. Optimizes revenues for airport by establishing new commercial enterprises.
- Primary spokesperson for the organization including, conferences, television, newspaper, magazine interviews, school tours, and tenant organizations. Acts as Public Information Officer in case of a major aviation incident on or off Airport property.
- Subject matter expert (SME) for events including Noise Round Tables, Advisory Board Meetings, Board of County Commissioners (BCC) briefings, and public events of up to 25,000 people.
- Fiduciary responsibility to ensure the airport is self-sufficient by ensuring that high level deals, leases, and projects are in the best interests of the airport and deliver a high Return on Investment (ROI).
- Promote economic development and business expansion of the airport and surrounding areas. Work with airlines to expand service.
- Ensures that the County Manager, Chief Financial Officer, and County Commissioners are kept fully informed on conditions and operations of the airport.
- Participate in mandatory On-call rotation. Take calls and return to the airport if necessary. Direct staff to return to the airport for airfield continuity. Provide continuous support to on-duty airfield and operations personnel during airport emergencies or in other situations as required.
- Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.
- Other duties as assigned.
Qualifications
- Requires a valid driver's license on date of hire.
- Requires a valid Colorado driver's license within 90 days of date of hire.
- Preferred - 10 years experience in airport management, business, public administration, aviation, or a related field.
- Preferred - American Association of Airport Executives Certified Member.
