We are currently seeking a Senior Subcontracts Administrator to join our team in Herndon, Virginia (US-VA), United States (US).
NTT DATA Federal is seeking a Senior Subcontracts Administrator who is a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision, this senior acquisition professional is responsible for activities that span the entire procurement cycle.
- This role reports to the Director Subcontracts & Procurement.
- This position is in Herndon, VA, and offers a work-from-home opportunity.
Primary Responsibilities:
- Negotiate and execute Non-Disclosure Agreements and Teaming Agreements.
- Create moderate to complex RFP solicitations in accordance with Government and NTT DATA requirements.
- Evaluate supplier proposal responses.
- Conduct price and cost analysis.
- Negotiate pricing and terms/conditions with subcontractors and vendors.
- Administer subcontracts of various types and complexity.
- Primarily support federal programs, both DoD and Civilian agencies.
- Identify and resolve moderate issues and problems on assigned subcontracts and make recommendations to management.
- Perform subcontract close-out activities.
- Analyze risks and identify risk mitigations.
- Act as the primary interface between subcontractors and the programs being supported for all subcontracts-related issues.
- Regularly interact with program management, contracts, project control, finance, business development and with customers as required.
- Provide expertise and experience in maintaining an Approved Purchasing System consistent with the requirements of Federal Acquisition Regular (FAR) Subpart 44.3 Contractor’s Purchasing Systems Reviews (CPSR).
Experience and Education:
- Requires a Bachelor’s degree in Business Administration or a related field with 8-10 years of prior relevant experience. Significant additional related work/management experience may substitute for degree requirements.
- Must be U. S. Citizen.
- 8 years of experience in subcontracting and related functions, particularly on negotiation and subcontract administration.
- 8 years of experience negotiating complex terms and conditions.
- 8 years managing various subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
- 8 years experience with FAR and Defense FAR Supplement (DFARS) and CPSR.
- 8 years Microsoft Office suite of tools, Word, Excel, Outlook SharePoint. Experience with the Deltek Costpoint procurement module.
Preferred Qualifications:
- Attention to detail and problem-solving skills, strong time management skills, and the ability to prioritize work.
- Must have the interpersonal skills necessary to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.
- A history of successful subcontract management and approved purchasing system.
- Advanced level of comfort in mentoring subordinates and “coaching” end users.
- Strong organizational, written, and oral communication skills.
- Must work independently, establish priorities, and meet deadlines with minimal supervision.
- Ability to multi-task and work in a fast-paced environment
