Duties

Oversees the management of both the Construction Section and the Planning and Development team within MCCS Logistics. This dynamic position includes the supervision of Construction Supervisors, Project Managers, Estimators, Draftsman, and the Engineer Technician. Reporting directly to the Deputy Director, the Operations Officer is responsible for strategic planning, scheduling, and facilitating synchronization, Project Management, and other essential meetings to ensure transparent communication both internally and externally throughout the organization.

Major duties encompass comprehensive administration and management of MCCS Facilities and Maintenance. This includes overseeing facility and maintenance repair and projects, renovations, construction, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administration and control, and the repair and maintenance of equipment in support of activities. leads efforts related to the construction, repair, and alteration of buildings and outdoor facilities. Reviews and approves drawings and blueprints, collaborates with Operating Directors on interior space planning, workstation layout, vehicle access, and space management.

Acts as the primary point of contact with Base and Headquarters elements on construction and maintenance matters, the Operations Officer plays a crucial role in the overall strategic vision. Possesses strong organizational skills, exercises fiscal responsibility, and maintains compliance with pertinent regulations. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse.

Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Qualifications

A minimum of four years of experience in construction, engineering, or a related field that, demonstrates knowledge and experience in applying the principles, methods, techniques, and theories. MCCS experience and knowledge of NAF policies and procedures is preferred. Experience overseeing the management and administration of facilities and maintenance functions. Knowledge of work methods and practices of various building trades., Ability to supervise and communicate effectively both orally and in writing. This is a white-collar position where occasional lifting up to 20lbs may be required.
