One of the oldest and largest human services organizations for New Americans in the region, IINE serves more than 4,000 people each year in Boston and Lowell, Massachusetts, and Manchester, New Hampshire. Overview
The Manager for Shelter Services plays a crucial role in overseeing the day-to-day management and delivery of all shelter programs. Collaborating closely with the Shelter Services Director, Housing Manager as well as the Chief Program Officer, this position ensures the fulfillment of contract obligations and program goals. Emphasis is placed on excellence in service delivery and contract reporting. The Manager for Shelter Services is instrumental in maintaining contract compliance, managing staff training and supervision, overseeing core service delivery, and ensuring meticulous program documentation, reporting, and monitoring.

This leadership position holds a key role in the day-to-day operations of the shelter services, assuming leadership responsibilities in the absence of the Director. Additionally, under the supervision of the Director, the Manager for Shelter Services actively supports the maintenance of relationships with public funders and other program stakeholders, such as community health centers, public benefits offices, and employers.

• Pay Range: $60,000-$65,000/year

Responsibilities

Program Management and Support:

• Oversee the day-to-day operations of IINE’s shelter programs for individuals, families, and youth, including refugees, asylees, Cuban/Haitian entrants, and other immigrants.
• Provide support to staff in addressing client needs, troubleshooting client questions, and managing client grievances; intervene directly in crisis situations as needed.
• Collaborate with Case and Employment Specialists in case assignment and ensure timely delivery of core services.
• Meet with staff and help priorities tasks
• Participate in and provide support during weekly Client Focus Meetings.
• Conduct staff meetings to prioritize tasks and responsibilities.
• Ensure timely completion of all relevant shelter program contract reports, including quantitative and narrative reports
• Supervise all client-related expenditures, in coordination with the Shelter Director including management of monthly financial reports to IINE’s Central office, and back-up the Shelter Director in management of program checks, credit card, and debit card as applicable
• Work closely with the Director to maintain community relationships with health centers, public benefits offices, and community and external supports; attend and represent IINE at key program partner meetings and facilitate stakeholder meetings, as assigned.

Staff Supervision

• Support staff to set goals and evaluate their direct reports against said goals.
• Work with Director on staff recruitment, disciplinary measures, and staff dismissal as necessary.
• Work with Director and Housing Manager to develop and maintain appropriate systems and policies for on-call staff (Interpreters and Drivers).
• Perform all other duties assigned by supervisor.

Required Skills/Abilities

• Demonstrated understanding of project management, including monitoring and evaluation and data-driven decision making.
• Demonstrated interest in immigration and refugees policy and issues.
• Solid knowledge of U.S. public benefits processes and systems or demonstrated ability to learn and navigate complex, bureaucratic systems.
• Extremely well organized, detail oriented, flexible, and able to manage multiple tasks simultaneously.
• A command of Microsoft Word, Excel, Outlook, and PowerPoint as well as proficiency in data management and quality assurance.
• High-levels of discretion and maturity in dealing with confidential information and sensitive conversations.
• Excellent written and verbal communication skills in English. Additional language fluency a plus (particularly Haitian Creole, French, Spanish Swahili, Kinyarwanda, Arabic, Pashto, Dari)
• Candidates with personal experience of/connection to immigration strongly encouraged to apply.
• Access to reliable transportation.

Education & Experience

• Bachelor’s Degree in Human Services, International Development, Counseling, Social Sciences, or Social Work required. Master’s Degree strongly preferred.
• Minimum of four (2) years of professional experience in social services and/or community development preferred
• Minimum of two (2) years of experience supervising staff members; supervision of managers with direct reports preferred
• Minimum of two years (2) managing quantitative and qualitative reporting for multiple public contracts; proven experience managing grants and contracts and interfacing with program funders.

Work Environment Conditions

• This position is expected to travel to shelter sites, working primarily remote; the position requires access to reliable transportation
• Requires occasional night and weekend events and work.

Physical Demands

• May require lifting materials (boxes, equipment) of up to 50 pounds or more
• Requires sitting (or standing) at a desk for long periods of time

Covid-19 Policy

IINE does not require applicants for most positions to show proof of Covid-19. Some federal contracts, however, require IINE staff to show proof of Covid-19 vaccination, and some immigration status adjustments, such as a Green Card, require proof of Covid-19 vaccination as well. Consequently, for some positions, IINE staff may be required to show proof of vaccination, and in others, IINE staff will be supporting clients who are required by law to have proof of vaccination in order to adjust their status in the United States.
