Are you interested in joining a team at the forefront of global climate change policy and developing and implementing a new regulation focused on zero-emission appliances? CARB’s Sustainable Transportation and Communities Division (STCD) has an opening in the Integrated System Assessment Section. The Section provides an exciting work environment with highly motivated staff. The Section’s work focuses on reducing criteria pollutants and greenhouse gas emissions through policies and programs that foster sustainable transportation and communities, with a particular focus on building decarbonization and transportation system emissions analyses.

The Air Resources Engineer will serve as an expert on topics related to zero-emission appliances and will help support CARB’s efforts in this policy area. The candidate will bridge the policy and technical worlds by synthesizing technical analysis and policy considerations into work products and recommendations. The selected candidate will conduct technical and policy analysis and quantify the emission benefits, costs, and equity implications to support the development and implementation of the zero-emission appliance standards; conduct scenario modeling in support of the development of regulatory proposals; and collaborate with relevant interested internal and external parties. The staff must understand the complexities of decarbonizing the building sector and the roles that policy, technology, infrastructure, and human behavior play. The candidate should also be aware of the social equity implications of building decarbonization and be able to develop strategies to ensure low-income and Black, Indigenous, and people of color benefit from such policies.

The candidate must have strong problem solving, analytical and communication skills, with an ability to communicate technical information effectively using direct, concise, and non-technical language; be able to interact diplomatically with a wide range of interested parties and collaborators; be detail-oriented and organized; be able to manage multiple high-priority assignments under accelerated and competing deadlines while consistently delivering high-quality work products; be adaptable to a rapidly changing policy and political environment; be comfortable with a flexible and highly collaborative management structure based on cross-branch project teams; and be committed to working closely with other CARB staff, government agencies, advocates, and other interested parties. Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Strong quantitative skills and experience developing models, metrics, and methods to quantify emissions, costs, and equity impacts of various policies. Expertise using databases (e.g., MySQL, PostgreSQL), geospatial analysis tools, API to access data, and programming languages (e.g., python, R) is also desirable.

Knowledge of and experience with building decarbonization efforts, including electrification, energy efficiency and load shifting, and the roles that policy, technology, infrastructure, and human behavior play. Knowledge of and experience with specific building decarbonization efforts at the federal, state, regional, and local level. Knowledge of and experience with space heaters, water heaters, induction cooktops, heat pump systems, and other equipment and appliances. Regulatory development and implementation experience is also desirable.

Strong communication skills, with an ability to speak and write about complex issues using direct, concise, and non-technical language, including public presentations. Ability to communicate persuasively and professionally. Experience communicating with diverse audiences would be valuable.

Ability and experience working collaboratively within and across state agencies, local governments, academic researchers, equity advocates, community leaders, and other interested parties to ensure that work products are targeted and effective.

Knowledge about the social justice implications of building decarbonization. The strongest candidate will also have experience addressing these inequities.
