Job description

Position: Lead Developer

Duration: 1 Year

Location: West Sacramento, CA (Remote Work)

The selected consultant will be directly responsible for:

• Overseeing a team of external developers, ensuring the team is working efficiently and effectively.
• Direct development in SQL (Snowflake), Python, Power BI, DBT, Prefect. This includes writing code, testing, and deploying the solution, and ensuring the solution meets requirements.
• Assist in crafting and enforcing coding, and testing best practices.
• Ensuring the quality of the solution. This includes performing code reviews, and ensuring the solution is tested thoroughly and adhering to established best practices.
• Assisting team members with issues related to coding, development operations (DevOps), version control (git), and build
• Developing and enforcing a release schedule
• Working with the DevOps Architect to ensure all builds complete successfully

The selected consultant will ensure the development team:

• Meets deadlines - the development team should complete assigned User Stories within the sprint schedule, in keeping with priorities set by the Product Owner and Solution Architect
• Builds the solution in alignment with target architecture as set by the ITDP Architecture Team and the Solution Architect, tests the solution thoroughly, and ensures the solution meets requirements.
• Follows agreed upon coding conventions (SQL Fluff, Python Linting, etc.)

Skills and Experience Map 1:1 to the Minimum Qualifications : (see attached)

Five (5) years or more leading a team of software developers in a scrum environment using the following technologies: SQL (Oracle or SQL Server with Preference for Snowflake), Python

Five (5) years of demonstrated experience overseeing agile projects. This includes creating a project roadmap, writing technical features and user stories, tracking progress, and ensuring the project is completed on time.

Five (5) years of demonstrated experience with the following technologies: Snowflake, SQL, Python, GitHub, Git

Five (5) years of demonstrated experience performing at an expert level

development and implementation of data analytics tools or systems.

Five (5) years of demonstrated experience in application development within Systems Development Life Cycle (SDLC), which include, planning, analyzing, designing, coding, building, testing, deploying, integrating and the maintenance of software solutions.

Five (5) years of demonstrated experience developing and implementing data integration solutions based on use cases and general architecture guidelines.

Five (5) years of demonstrated experience in data modeling

Five (5) years of demonstrated experience translating requirements into design specifications to manage Unstructured, Transactional, Hierarchical, Master data, Meta data and utilizing ETL tools to load a data store, data shares, data warehouse, or data mart.

Five (5) years of experience in working within agile development environments (preferable on small teams) and a solid understanding of agile methodologies.

Five (5) years of experience with CI/CD (continuous

integration/deployment) pipelines, DevOps, and Git.

The consultant is also responsible for providing knowledge transfer:

• Contractor will provide targeted knowledge transfer to personnel in the Investment Technology Management Unit as it relates to this Letter of Engagement. Knowledge transfer will include, but not be limited to, in person and virtual meetings to ensure staff is well trained on the liquidity dashboard and can operate it and trouble shoot it independently from the consultant.
