The MITRE Corporation is seeking a Corporate Agreements Principal to lead subcontracting support for MITRE, with a primary focus on other-than-Government procurement activities and contracting with non-profit, partners and commercial entities. The Corporate Agreements Principal will report to the Subcontracts and Corporate Agreements Department Manager and will be key in helping to scale MITRE’s impact. This is an exciting role for a seasoned hands-on contracting procurement specialist with a demonstrated track record of ownership and results. The successful candidate will lead and execute corporate agreement management function for MITRE, perform other procurement support as assigned, and provide surge support for sales agreements on an as-needed basis as the business grows.
Responsibilities Include:
Manage the corporate agreements function for the MITRE offerings and engage all stakeholders to ensure a smooth contracting process (stakeholders include project leaders, management, legal, finance, IT, security, and external vendors)
Negotiate NDAs and procurement agreements on behalf of the MITRE with private sector, academic institutions, and other partners and individuals.
Develop, optimize, accelerate, improve efficiency of, and operate corporate governance processes related to contract negotiation, finalization, delivery, and document management.
Negotiate and finalize Letter Agreements, Non-Disclosure Agreements, agreements, such as Master Services Agreements, as assigned.
Partner with Finance to report and monitor key procurement considerations related to accounts payable, invoicing, and related contract management issues, including data gathering, billing schedules, and purchase order management.
Serve as liaison with Project Leaders to ensure timely delivery of contracted milestones and internal customer satisfaction.
Process Service Purchase Requisitions (SPRs) and other purchase processes for contractor and consultant support in accordance with The MITRE Corporation’s (MITRE) process and procedures.
Work closely with MITRE Purchasing department to coordinate and facilitate any commodities acquisitions.
Use experience and working understanding of Prime/Subcontractor/Consultant relationships to execute various types of contracts (e.g., time and materials, cost plus fixed-fee, firm fixed price) autonomously.
Issue and evaluate responses to requests-for-proposals (RFPs) while participating in the acquisition process of subcontracts and consultants that may include acquisition planning, request for proposal generation, source selection, contract negotiation, rate and market research, and award and administration of agreements.
Develop procurement packages compliant with MITRE policies and procedures.
Be able to think independently when developing and documenting source selection and price/cost reasonableness.
Have a clear understanding of basic contracting and subcontracting principles.
Have a good understanding of MITRE contracting and subcontracting principles to ensure that the legal entities remain separate.
Exercise independent judgement within generally defined practices and policies in selecting methods for obtaining solutions, with a focus on clear communications and relationship management.
Know when to escalate to management for conflict resolution of terms and conditions when necessary.
Assist Accounts Payable, as needed, to review contractor and consultant invoices for adherence to contract terms.
Demonstrate multiple and multilevel relationship building, via verbal and written communications, to foster collaborative relationships with both internal and external customers.
Suggest improvements to the procurement and contracting processes and strategies, as needed.
Transfer basic knowledge and skills to other staff.
Basic Qualifications:
8+ years’ experience in contract, subcontract, and purchasing negotiation/administration or business-related experience, specializing primarily in private sector contract negotiation and contract management.
Have a strong understanding and experience of government and commercial contracting rules and regulations.
Have a working understanding of internal and external audit requirements (i.e., DCAA and DCMA).
Have thorough knowledge of different contract types and cases when each type is most appropriately used, including commercial private-sector sales agreements, non-disclosure agreements, and procurement contracts and procurement process.
Ability to operate independently, without extensive direction, and make decisions, owning the achievement of the desired results.
Exhibit effective time management, strong communication and organizational skills.
Demonstrate excellent communication and interpersonal skills.
Have a strong ability to identify, analyze, and solve problems with a practical approach.
Demonstrate flexibility and agility to work and set priorities in an environment with competing and changing demands in a fast-paced organization.
Ability to handle multiple concurrent work streams while producing high quality output.
Demonstrate proficiency in a Windows environment, including Microsoft Word, Excel, Outlook, and Office 365.
Ability to obtain a security clearance.
Preferred Qualifications:
Private sector contract negotiation and contract management, subcontract administration, and purchasing experience.
Experience in managing cooperative agreements.
Experience managing SharePoint sites and virtual collaboration tools.
Experience with Deltek CostPoint/Ivalua S2P software
Experience with contract management systems and purchasing system(s) and confident in ability to learn needed procurement tools and systems. Exposure to CostPoint (Deltek) a plus.
