Job description
POSITION SUMMARY
Independently supports new and modified Capital construction projects by expediting the federal, state, and local government permits, licenses, and utility encroachments required for the construction and future maintenance of GTC's electrical facilities. This position also reviews, evaluates, and responds to federal, state, and local governments concerning road improvement projects and the potential conflicts with our existing or proposed electrical facilities. A network of internal and external relationships is critical to the success of this position. Acts as GTC's liaison and facilitates the coordination activities between multiple internal departments, various external agencies, other utilities, and private developers. Coordination activities often involve the relocation review, preliminary design, budget, schedule, and construction of GTC's electrical facilities. Preliminary designs include the development of complete drawing packages, specifications, cost estimates, regulatory permit documents, and all contractual agreements used to relocate, construct, and operate our electrical facilities. Seeks and receives technical assistance on complex features and unique design problems. Strong organizational, computer, and communication skills are imperative. Coordinates and applies for encroachments for our Capital Projects.REQUIRED QUALIFICATIONS
Education: Two (2) year Business Administration degree or related technical field.
Experience: Five (5) years experience in Regulatory Permitting; five (5) years experience in utility construction; or five (5) years of design or engineering experience with electrical transmission lines or substations.
Equivalent Experience: Ten (10) years of experience in regulatory permitting for utility construction. Five (5) years of experience in DOT relocation projects. Ten (10) years of design experience with electrical transmission lines or substations.
Specialized Skills (e.g., typing, computers, software, tools, and equipment uses, etc.): Ability to read and understand utility and DOT plans and specifications. Excellent communication and negotiating skills. Proficient with AutoCAD, Microstation, ESRI ArcMap, Microsoft Word, Excel, and PowerPoint. Familiar with electrical test equipment, survey equipment, software capable of 3-D design, hydrology, GIS, and GPS.
