Departmental Overview Berkeley Public Health (BPH) aims to improve population health, especially for the most vulnerable, through interdisciplinary collaborations, preeminent education, and transformational research. Position Summary We are seeking a highly qualified and experienced professional to join Berkeley Public Health as the Director of Student Services. The Director will play a pivotal role in supporting the academic success, well-being, and overall development of our diverse student population. This includes a deep understanding of regulations, policies, and procedures as they relate to graduate and undergraduate student services. This role will serve as a key liaison with our campus partners including but not limited to, the Berkeley Graduate Division, College of Letters and Sciences, Disabled Students Program, Center for Student Conduct, Financial Aid and Scholarships Office, University Health Services, Berkeley International Office, and Employee and Labor Relations. This position requires exceptional leadership abilities, the ability to develop, understand and implement policies at all levels of an organization, a deep understanding of student services in a higher education setting, and a passion for promoting a positive, inclusive, and thriving student learning environment for both graduate and undergraduate students.
The Director uses advanced operational concepts and objectives to resolve highly complex student-related issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function of student services. Develops and oversees the implementation of new programs and processes across the school's residential programs.

Responsibilities POLICY AND PROCESS:
- Leads efforts to develop, understand, and implement complex academic policies across a broad spectrum of programs within Berkeley Public Health.
- Develops and coordinates policy communications; formulates strategies for education, adoption, and enforcement of new student services policies, including those related to bargaining agreements.
- Develops and advocates solutions to organizational or program issues related to student services, including developing and administering new systems, policies, processes, or programs.
- Researches, summarizes, and helps to ensure implementation of best practices in the student services and advising field.
STUDENT FUNDING:
- Develops, manages, and oversees the financial aid and fellowship strategy and implementation for Berkeley Public Health.
- Serves as a liaison with the central Financial Aid and Scholarships Office.
DISABLED STUDENT SUPPORT:
- Guides and directs planning and implementation of support services for our disabled student population, in coordination with the central Disabled Students Program.
STRATEGIC DIRECTION:
- Develops proposals and recommendations to guide and support Berkeley Public Health student services strategic direction.
- Proposes, leads, and participates on strategy and planning committees and working groups.
- Collaborates with partners to coordinate the development, implementation, and monitoring of new programs.
FUNCTIONAL MANAGEMENT:
- Provides analyses and understanding for complex budget, funding, financial, or academic data, systems, and resource projects working directly with internal and external constituents.
- Makes high level contacts of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution or program/process recommendations.
- Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization.
PEOPLE MANAGEMENT:
- Supervises professional staff in the area of student funding/financial aid and student services/admissions support.
- Recommends hiring of new employees, salary actions, performance ratings, and other related issues of managed staff.
- Ensures team members are fully trained and have the tools and access they need to perform successfully in their roles.
- Actively engages in and supports the professional and career development of direct reports.
- Effectively develops, leads, and manages teams, harnessing strong team-building skills as a means to build staff morale.
- Participates in workshops, trainings, and other professional development activities.
- Other duties, as assigned.
Required Qualifications
- 5+ years experience providing student services support within higher education institution(s).
- Knowledge of student development theories, counseling techniques, and best practices in student services.
- Understanding of legal and ethical issues related to student services, including student privacy and compliance.
- Knowledge of issues affecting students with disabilities.
- Understanding of graduate student funding sources, both internal and external to a department.
- Demonstrated leadership abilities.
- Demonstrated skills in problem identification and resolution, sound judgment and decision-making, critical thinking/analysis, risk management, negotiation, creative problem solving, and organizational skills.
- Ability to provide guidance and coaching of process and policies to individual employees and school leadership.
- Experience utilizing quantitative and qualitative data to identify areas in need of improvement; experience with monitoring/assessing processes and carrying out process improvement efforts.
- Advanced knowledge of and ability to use data analysis and reporting tools for tracking student outcomes and program effectiveness.
- Advanced project management skills.
- Excellent verbal and written communication skills, specifically as it relates to communicating to a variety of internal and external stakeholders; strong data presentation skills; outstanding attention to detail.
- Strong customer service orientation, including excellent interpersonal skills to be able to work effectively and to influence across the organization at all levels and with diverse populations including faculty, academics, and staff; high degree of emotional intelligence; demonstrated experience building collaborations; proven political acumen in complex, multilayered organizations.
- Demonstrated ability to handle difficult or volatile situations/individuals effectively.
- Ability to integrate core concepts of diversity, equity, inclusion, and belonging into everyday practice.
- Ability to maintain confidentiality, objectivity, sensitivity, discretion, professionalism, and exercise good judgment and tact. Financial acumen.
- Self-starter; able to work independently, multi-task effectively, as well as foster teamwork.
- Comfortable, flexible, and adaptable in a fast-moving, high pressure, constantly shifting environment, with frequent interruptions and multiple priorities.
- Excellent computer skills, including proficiency in Microsoft Suite and Google Collaboration Suite.
- Working knowledge of a student information management system and/or other related business software programs and systems.
- Knowledge of databases, with experience in data tracking and data analysis.
Education/Training:
- Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
- Demonstrated ability to build and sustain cohesive, high performing teams through excellent management of direct reports, and to achieve goals through subordinate staff.
- Advanced knowledge of and/or ability to quickly learn UC Berkeley and/or Berkeley Public Health student services policies and procedures.
- Advanced understanding of unique needs and challenges of students in a public health education environment.
- Master's degree in counseling, higher education, or related field, or 7+ years' experience.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
- The budgeted salary or hourly range that the University reasonably expects to pay for this position is $104,000.00 - $110,000.00. The full pay scale range for this position classification is $85,800 - $158,200 (grade 23)
- This is a 100%, full-time (40 hours/week), Career position, which is paid monthly and eligible for UC Benefits.
- This position is a hybrid-friendly position, eligible for remote work up to two (2) days per week.
