General Function
Under the direction of Director, Land and Resources, responsible for managing and monitoring surface estate of CIRI lands. This position primarily focuses on supporting various activities related to land management, surface access and contract administration.
Major Activities (Typical Duties/Responsibilities)
Land Management:
- Implements CIRI Land Management Policy, ensures policy reflects current best practices, collaborates, and proposes policy changes to the Director.
- In coordination with other Lands Department team members, responsible for oversight, reporting and supervision of access to CIRI's surface estate including permit development, permit authorization and post-permit analysis.
- Investigates and reports trespass occurrences on CIRI lands. In coordination with the Director, develops, communicates, and enforces prudent trespass policy for CIRI lands. Proactively implements budgeted trespass mitigation measures.
- Schedules, coordinates, and performs annual site inspections.
- In collaboration with the Real Estate department, conduct comprehensive, real estate analysis of CIRI's land holdings, including highest and best use, market research, high level property valuations, and financial modeling, and propose strategies to the Director to optimize the utilization and management of these assets.
- Provide oversight and perform evaluation of rights-of-ways, easements, and other existing and potential encumbrances on CIRI lands.
- Evaluates and makes recommendations to the Director on business proposals received related to CIRI's surface lands; participates in the negotiation of agreements and administers all surface use agreements for contract compliance.
- Administers activities affecting CIRI lands to ensure compliance with corporate policies and strategies and both state and federal regulations.
- Monitor and manage property tax assessments for various land holdings, diligently tracking these properties, and providing essential assistance in the preparation and filing of property tax documents to ensure compliance and minimize tax burden.
- In collaboration with the Director and the Communications Department, prepare communications to and for key stakeholders regarding pertinent lands issues and provides feedback on land related issues to CIRI's Government Relations team.
- Provides assistance to the Land department team members for an effective recreational use permitting program.
Contract Administration:
- Ensure timely payment or receipt of fees and evaluate lessee provided reports, and when warranted audit fees and reports received for ongoing land lease operations to include sand and gravel, surface uses, and any other income generating agreements.
- Administers sand and gravel, agricultural and commercial use lease agreements, ensures lessee compliance.
- In coordination with the Director, develops and fosters strategic partnerships with contractors to maximize sand and gravel resource development opportunities, leveraging research and market insights to drive growth and profitability.
- Communicate regularly with land lessees to ensure activities are adequately understood and that a strong relationship is maintained. Ensure routine site visits are performed and observations are documented for future references.
Other Duties:
- Conduct comprehensive research to identify suitable grants for projects on CIRI lands. Assist in grant management processes, encompassing compliance monitoring, reporting, and effective communication with grantors to ensure successful grant execution.
- Assist in executing CIRI's Entitlement project strategy.
- Develops and oversees various research and special projects, including but not limited to, carbon credit program, land monetization, future use of current land bank.
- Provides progress reports to Director on a regular basis.
- Performs other duties as appropriate and as assigned.
Knowledge/Skills/Abilities
- Understand CIRI's mission, vision and strategic focus areas and incorporate knowledge into daily activities.
- Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibits a professional manner in dealing with others.
- Knowledge of the principles and practices of land ownership and management, including a working knowledge of land leases, land entitlement, land rights, permits, commercial contracts and issues impacting title.
- Ability to work closely with federal, state and municipal agencies in obtaining accurate land status information.
- Work independently as well as part of a team, with minimal supervision.
- High degree of sensitivity regarding confidential information.
- Excellent organizational skills and ability to prioritize work, make decisions, solve problems, exercise good judgment, and work independently with minimal supervision.
- Excellent written and verbal communication skills; including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills; ability to write reports, business correspondence and procedures manuals; ability to effectively present information and respond to questions from staff, managers, and the general public.
- Working knowledge of, or the ability to quickly learn, the Alaska Native Claims Settlement Act, the Alaska National Interest Lands Conservation Act, National Environmental Policy Act, and other applicable laws and regulations.
- Knowledge of land record systems, land surveying, legal descriptions, platting and title review.
- Familiarity with the flow of data from state and federal government agencies and the ability to coordinate responses as necessary.
- Ability to maintain accurate records and to prepare and submit comprehensive reports.

- Proficient using Microsoft Office products, such as Word, Excel and Outlook, and industry-standard computer software and databases.
- Familiarity and aptitude for using ArcGIs and Google Maps software.
Physical Abilities
- Ability to walk and/or stand on hard surfaces for extended periods of time.
- Visual and communication ability adequate to perform the essential functions of the job.
- Ability to work outdoors in extreme temperatures for extended periods of time.
- Ability to maintain balance on uneven surfaces, and to negotiate stairs on an occasional basis.
- Sufficient fine motor skills for use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
- Ability to kneel, bend and twist at the waist on an occasional basis.
- Ability to reach below shoulder height with regular frequency (desk position) and at or above shoulder height on occasion.
- Ability to push, pull, carry and lift objects weighing up to 30 pounds on an occasional basis.
- Ability to safely operate a vehicle.
Minimum Qualifications
- Bachelor's degree in resource management, science, or any related field.
- Five years progressively or more responsible related experience.
- Work experience that exhibits knowledge of ANCSA, ANILCA and best practices for land management.
- Ability to pass a background and driving record check.
