Social Worker - Housing Resource Specialist

Kinds of Work:
We are seeking a passionate, experienced Social Worker with strong community partnership and engagement skills to serve as a Housing Resource Specialist (HRS). This provisional position is dependent on grant funding from the Minnesota Department of Human Services, and the original grant end date of 6/30/23 has been extended to at least 6/30/25 with a potential for additional extension. The Housing Resource Specialist will be engaged in grant writing to maintain this position and create other needed housing positions at Health & Human Services (HHS).
The HRS serves as a housing resources expert for HHS staff to expand their knowledge and capacity to address housing needs. As a community liaison, the HRS serves as an active member of existing county and regional teams, forms relationships with housing providers, developers, and other stakeholders, and creates new opportunities for collaboration. In addition, the HRS will work closely with HHS leadership and community partners to expand housing resources in Goodhue County.
Examples of Work:
Contributes to assessments of housing needs and describes past assessments. Engages community members and organizations to assess housing needs in order to improve community health in Goodhue County.
Develops partnerships in the community. Provides technical assistance to community partners (such as assisting partners with community engagement or with preparing outside grant applications).
Seeks to expand housing resources in Goodhue County. Helps develop more housing opportunities for persons with disabilities, and helps to advance more equitable housing opportunities for persons who have experienced barriers in obtaining housing.
Consults and trains HHS staff and community partners on housing resources.
Collaborates with housing providers, developers, and landlords to address their needs and challenges, and works with partners to find creative solutions
Advocates for, develops, supports and/or implements policy, systems and environmental changes in the community related to housing needs.
Gathers and analyzes data for purposes of assessment, engagement, performance management and/or evaluation. Participates in the work of the Goodhue County Community Health Assessment Committee.
Assists in creating housing informational materials.
Conducts social marketing and outreach related to housing priorities.
Maintains related records and documentation and prepares reports.
Describes access to affordable housing as a factor affecting the health of a community.
Describes housing-related government agencies and resources, including HUD, MN Housing, DHS, public housing authorities, and private-market resources available to individuals with disabilities and low-income.

Minimum Qualifications:
Baccalaureate in Social Work, Psychology, Community Health, Public Health or related field such as, Human Services, Sociology and four (4) years of increasingly responsible experience working with community-based initiatives or collaboration with multiple groups in the area of health prevention/promotion.
Graduate degree in social work, human services, psychology, community health, public health, or related field may substitute for two (2) years of experience.
Knowledge or experience in housing.
Must have a valid driver's license.
Rate of Pay:
The salary range is $33.48/hour. Full time 40 hours/week. The County's comprehensive benefit package includes medical, dental, and vision insurance, health savings account, employer paid life insurance, short and long-term disability insurance, pre-tax flexible spending accounts, Public Employees Retirement Plan, accident insurance, tax-deferred compensation, generous vacation, sick leave and 13 paid holidays per year.
