JOB DESCRIPTION: SAIC is seeking a Senior Systems Engineer with expertise in Strategic Communications, including commercial satellite developments and trends, to work as part of a dynamic team supporting the Customer’s Special Communications mission. The successful candidate will help oversees a diverse portfolio of specialized communications capabilities. The portfolio encompasses various R&D program, industrial and academic outreach, sensitive operational architectures, and strategic policy matters for the larger Intelligence Community (IC).
The candidate should have experience with emerging communications technologies for national and military intelligence as well as commercial environments. They should have the necessary technical and IC policy background, understanding, and professional network to provide wide-ranging support to multiple Special Communications activities. The candidate will provide detailed written assessments of meetings and activities to document information in a manner that is clear and succinct and mirrors IC written tradecraft.
Key duties include, but are not limited to, the following:
- Attend community meetings to support Customers’ determination of requirements and gaps for Special Communications projects.
- Ensure the Customer’s equities are addressed by sharing with stakeholders and documenting via written readouts and/or verbal debriefings.
- Work closely with the Special Communications team on policy and operational requirements.
- Communicate with commercial companies on satellite technologies and collaboration opportunities.
Qualifications
Required Qualifications:
- Current TS/SCI clearance with Full-Scope Polygraph.
- Bachelor's Degree ( Or equivalent) and (14) years or more of related experience. Masters and (12) years or more experience; PhD or JD and (9) years or more experience.
- Bachelor’s degree in an applicable field and a proven track record of delivering results from within the larger Customer organization.
- Background in system engineering fields such as satellite communication systems, optical, radio design, and/or Radio Frequency architectures.
- Excellent organizational and time management skills.
- Strong interpersonal skills with the ability to collaborate with a broad cross-section of IC stakeholders, industrial partners, and academic institutions.
- Understand the culture and mission of key stakeholders and collaborate effectively with them.
- High comfort level meeting with senior IC and military officials.
- Successful experience with requirements gathering and documentation.
- Willingness to travel within CONUS to fulfill obligations based on mission need.
Desired Qualifications:
- Prior experience working with R&D institutions from academia, private industry and/or USG (DARPA, IARPA, ICWERX, SOFWERX, etc)
- Prior experience in the policy arena, ideally at the IC level.
- Familiarity with Customer operational planning, coordination, deconfliction, and methods.
- Experience with online team collaboration tools and knowledge management suites such as Confluence, HIVE, and similar programs.
- Knowledge of Customer’s formal messaging and coordination system.
