The State of Connecticut, Department of Correction (DOC), is recruiting Plant Facilities Engineer 1s (40 Hour) to join our teams at the following facilities:

- Cheshire Correctional Institution - Cheshire, CT
- Manson Youth Institution - Cheshire, CT
- York Correctional Institution - East Lyme, CT

- Hartford Correctional Center - Hartford, CT
- Corrigan Correctional Center - Montville, CT
- New Haven Correctional Center - New Haven, CT

- MacDougall-Walker Correctional Institution - Suffield, CT
These positions are full time on first shift, 40 hours per week, Monday through Friday, with on-call coverage required on a rotational basis.
Selected candidates will be required to attend a paid 14-week hazardous duty training at the Maloney Center for Training & Staff Development located in Cheshire, Connecticut.

POSITION HIGHLIGHTS
As a Plant Facilities Engineer 1, you will primarily be responsible for overseeing the departments' Environmental Analysts and statewide capital and energy conservation projects along with supporting unit operations as required. Additionally, you will:
- Supervise of Maintenance Supervisors and staff at correctional facilities;
- Develop specifications and oversees replacement of security systems and functions;
- Assures assigned facilities/systems are in mandated compliance with Federal ER State Statute and Agency Directives and policies by confirming humane conditions of confinement in the facility;
- Develops specifications and oversees projects for the modification, repair and replacement of these systems such as Water System-Agency owned, Environmental systems, Sanitation systems, and Life Safety systems;
- Assures compliance with State and Federal Regulatory Agencies such as OSHA, EPA, DEEP, DPH and DOC directives, standards and unit policies by adhering to procedures and verifying documentation;
- Managing and verifying planned and emergency projects, scheduling and assigning appropriate maintenance staff preventive maintenance work orders, upkeep of Fleet and agency owned state vehicles, records and reports Red tag and hot work permits to state insurance carrier and inventory.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising staff and physical plant operations.
EXAMPLES OF DUTIES
Supervises the staff and operations of the physical plant; coordinates, plans and manages physical plant activities; formulates goals and objectives; oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans facility work; develops or assists in the development of related policy and standards; prepares or assists in the preparation of the physical plant budget; maintains contacts with other operating units both within and outside of the physical plant who might impact on activities; develops and maintains large-scale preventive maintenance programs; writes specifications and draws plans for minor capital improvement projects; develops specifications for and requisitions maintenance equipment and supplies; prepares documentation as needed; may serve as safety officer, OSHA compliance officer, energy coordinator and/or fire officer in accordance with agency needs; may develop and administer security programs, including training of security personnel; may administer housekeeping operations; responds to emergencies on a 24-hour basis; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of the methods, materials and equipment used in the maintenance, operation and repair of buildings and all utilities, services and equipment; considerable knowledge of relevant State and federal laws, statutes and regulations; knowledge of materials and methods of building construction; knowledge of preventive maintenance techniques; considerable interpersonal skills; considerable oral and written communication skills; ability to read and interpret blueprints and specifications; ability to plan, supervise and inspect building repair and maintenance work; ability to utilize computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of technical experience in the maintenance and repair of large buildings and utility services.
Note: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a first-line supervisory capacity responsible for the direction of a large crew of trades workers, contractors or similar highly skilled maintenance specialists above the apprenticeship level.
Note: For State employees, this is interpreted at or above the level of Correctional Maintenance Supervisor or Maintenance Supervisor 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in architecture, mechanical or electrical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
- Experience executing projects in accordance with the DAS Agency Administered Projects Manual;
- Experience communicating via phone, computer or in-person;
- Experience with CAD and Spreadsheet programs;
- Experience writing project specifications.
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess appropriate current licenses, permits and/or certifications.
WORKING CONDITIONS
Incumbents may be exposed to some risk of injury from equipment when inspecting jobs.
