QinetiQ US is looking for a Principal Subcontracts Administrator to join our Corporate Contracts and Subcontracts Team.
The Principal Subcontracts Administrator will act as a key department Team Member and contributor to include supervision, mentorship, and training of team members to meet operational expectations, compliance on policy, procedures, and regulations for indirect and direct subcontract activities.
- Assist Subcontracts Manager / Lead in day-to-day assignment and prioritization of team tasks.
- Coordinates subcontracting and procurement activities with various internal and external sources.
- Supporting Capture and Business Development in proposal development to include the verification of potential teammate’s size statuses.
- Reviewing RFPs for small business requirements throughout the proposal preparation process to proposal submission
- Review, Write and Execute the subcontracting and/or participation plans in support of the proposal development process.
- Assist in the preparation, completion, and submission of reports in eSRS for Small Business reporting at the IDIQ and TO levels for QinetiQ to include its subsidiaries and affiliates.
- Develop, maintain, improve, and adjust procedures and policies based on internal guidance and policies, best practices, and regulatory guidance.
- Serves as business advisor to Program Management regarding subcontract negotiation, preparation, and administration.
- Prepares and disseminates information regarding subcontract and procurement status, compliance, modification, deviation, negotiation, and termination.
- Provides working subcontract administration support for bids and subcontract administration,
- Ensures the receipt, accuracy, and timeliness of subcontractor and vendor submitted documents relating to the subcontract deliverables, and monitors performance relative to timeliness, cost considerations, and technical objectives.
- Prepares written reports, letters, and memoranda required for internal and external distribution.
- Supports the supplier development process through interaction with new and existing suppliers, monitoring supplier performance, and initiating corrective action and process improvement activities to promote optimal supplier performance.
- Provides formal procurement guidance to Subcontract Administrators, Delivery, and Capture personnel.
- Ensures effective implementation of subcontract responsibilities within corporate and regulatory objectives and requirements.
- Advises management of prime contractor/subcontractor rights and obligations and provides interpretation of subcontract terms and conditions.
- Requires well developed analytical and communication skills, advanced knowledge of business and contract law, finance, and accounting, as well as
- broad based experience in procurement and related functions with particular emphasis on negotiation and contract administration.
- Detail oriented and organized. Able to understand work problems and procedures and ensure accuracy of subcontracts and bids. Reviews the work of others and able to detect errors if needed.
- Exercises a high degree of independent judgment in selecting methods and techniques for developing solutions. Requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems. Present and discuss options to management team to contribute to the success of new and existing business.
- Maintains an in-depth working knowledge of Federal Acquisition Regulations and standard commercial procurement practices.
- Performs other relevant duties as assigned.
- Bachelor’s degree and 7-10 years in subcontract management under federal prime contracts in a CPSR-compliant procurement system.
- Indirect and direct services subcontracts and materials buying experience.
- Experience and knowledge in CPSR audits, and maintaining a CPSR-approved Purchasing System
- Experience with eSRS Small Business Reporting
- Experience writing the small business subcontracting and/or participation plans, as required by the RFP.
- Commercial subcontracts and materials buying experience.
- Government (Federal/State/Local) subcontracts and materials buying experience.
- Experience coaching and training a team.
- Experience negotiating terms and conditions for services and materials.
- Successful track record of managing a variety of subcontract types (FFP, TM, CP)
- Experience interfacing with internal customers, other functional support staff and suppliers.
- Strong organizational, written, and oral communication skills.
- Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
- Ability to multi-task and work in a fast-paced environment.
- Working knowledge of the FAR.
- DELTEK Costpoint experience.
- Microsoft Word, Excel and PowerPoint experience.
