GENERAL SUMMARY

Manages the daily operations of the environmental and analytical laboratories including the following laboratory processes: organic and inorganic chemistry, microbiology, radiochemistry, lubricant condition monitoring, waste treatment plant operations, and surface water treatment plant operations. Ensures that all programs meet regulatory commitments and requirements. Manages and coordinates sales and new business marketing activities for the organization. Manages staff on the detailed development and implementation of business processes. Provides technical leadership, work management, and administration to Environmental Services personnel performing radiological and non-radiological environmental monitoring, NPDES compliance monitoring and groundwater monitoring. Assesses the impact of Columbia Generating Station (CGS) operations on the environment. Develops goals and objectives for the ES&D Environmental Services business unit. Ensures that all programs meet regulatory commitments and requirements.

PRINCIPAL ACCOUNTABILITIES

• Provides leadership to assigned personnel. Implements strategies for optimizing lab performance; maximizing efficiency and decreasing costs to meet business plan objectives and achieve continuous improvement. Generates and implements inter-organizational agreements for various organizations within Energy Northwest. Responsible for managing, coordinating, identifying, developing, and implementing marketing and sales plans for commercial customers.

• Provides direct supervision to:

o The technical staff conducting Energy Northwest environmental programs including, NPDES compliance monitoring, radiological and non-radiological environmental monitoring and groundwater monitoring. Ensures that all programs meet regulatory requirements and commitments. Assists in developing short- and long-term goals and objectives for the annual marketing and sales plan. Makes recommendations regarding employment, performance expectations/reviews, promotions, salary changes, transfers and terminations. Resolves personnel problems, allocates work, reviews and approves procedures, assists and trains subordinates as necessary.

o The Environmental and Analytical Services Laboratory. Provides environmental testing services, commercial grade dedication of materials, procurement quality assurance testing, lubricant condition monitoring, and hazardous waste sample analysis to clients within and external to Energy Northwest. Ensures that data generated by the laboratory meets Department of Ecology (DOE) and/or Department of Health (DOH) accreditation criteria.

o The daily operation of the Energy Northwest Water Treatment Facility. Ensures compliance with DOH regulatory requirements, staff water treatment operators’ certifications are maintained current, and coordinates with facilities for required maintenance items.

o The operation of the sanitary waste treatment facility. Provides training to maintain operator certification. Ensures compliance with DOE, DOH, and EFSEC regulations.

• Assesses the impact of Columbia Generating Station operations on the environment. Oversees the preparation of regulatory environmental reports. Oversees the development of corporate strategies on various environmental issues including the proposal of alternative discharge limitations and the initiation/termination of environmental monitoring programs.

• Manages and coordinates sales and new business marketing activities for the organization.

• Must participate on the Emergency Response team (ERO), when designated.

• Must support the biennial refueling outage.

REQUIRED EDUCATION & EXPERIENCE

• Bachelor’s degree from an accredited college or university in Chemistry, Biological Science, or a related field and six years of experience performing routine analytical bench chemistry operations as well as medium and high complexity analytical chemistry processes in a commercial analytical laboratory setting, or six years in the field of environmental testing services including air and ground water monitoring.

Must be qualified or able to qualify as a laboratory supervisor as described in the WDOE environmental laboratory accreditation program.

Three years of supervisory experience in science or technical field may be considered in lieu of three of the six years required.

Pay Range

$124,510.00 - $186,764.00 Annual

Midpoint:

$155,637.00

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.

Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
