The Infrastructure US Program Management Construction Management (PMCM) Sector Leader (SL) is an integral member of Infrastructure leadership team, overseeing all aspects of Infrastructure US PMCM market growth and development. In collaboration with the Global PMCM Business Leader, the Transportation and Community Development Business Line Leaders (BLs), Infrastructure Regional Business Leaders (RBLs) and Infrastructure Sector Leaders (SLs), the PMCM Sector Leader is responsible for the “top line” developing and leading the marketing, business development, sales, and growth strategy to grow regional business, while delivering these results within budget. The Sector Leader identifies, prioritizes, and helps develop key PMCM clients and opportunities in the regions, aligning the efforts of the SLs, Business Center Practice Leaders (BCPLs) and Account Managers (AMs). The Sector Leader works closely with Infrastructure strategic/Top 20 pursuit teams to optimize our success in capturing strategic US Infrastructure PMCM projects.
Primary Focus Areas
Strategy – Identify and prioritize key PMCM clients and growth opportunities in the US.
Client Development - Develop strong relationships and portfolios with key clients.
Positioning and Pursuit – Connect internal resources (subject matter experts, project and technical leads, pursuit resources, etc.) to optimize our chance of capture.
Teamwork – Coach and align a team of PMCM subject matter experts.
Key Performance Indicators
Achieve US Infrastructure PMCM net revenue growth of 30% year over year (2024-2026).
Marketing & Business Development (MBD) spend of 5%.
Top 20 hit rate (#) and capture rate ($) >60%.
Pursuit hit rate (#) and capture rate ($) >40%
Complete at least 10 client touch points per month.
HSSE goals and targets for leaders.

Typical Activities and Practices
The following are typical activities and practices of the Sector Leader:
Strategy
Collaborate with Infrastructure BLs, IL, SLs, RBLs, BCPLs, AMs, as well as key leaders from other Business Operating Units (BOUs), to develop and execute business/growth strategies.
Prioritizes key clients and opportunities in the region, including Regional Top 20, Next 20, and Over the Horizon opportunities.
MBD & Sales
Pursues and leads strategic and significant regional business pursuits; engages directly in relationship development, positioning, and teaming for strategic pursuits.
Participates in go/no-go decisions and pursuit budget discussions for large and/or strategic pursuits in the region.
Participates in Top 20 campaigns (go/no-go decisions; readiness reviews; pursuit strategy; team strategy; proposal reviews and interview preparation; and other activities, as appropriate, related to the area of expertise).
Promotes regional opportunity accuracy in Pipeline, with SLs, BCPLs and AMs.
Client and Account Management
Maintains strong client relationships; meets regularly with key clients.
Develops relationships with key teaming partners in the region.
Teamwork and Collaboration
Leads regular communication and collaboration meetings with the Global PMCM Business Leader (Brian Norris), Infrastructure BLs and RBLs.
Works closely with leaders from other BOUs to leverage Stantec’s internal resources and expertise.
Contributes, as needed, to business line and/or executive leadership updates/reports.
Helps recruit and hire, consistent with regional and North American resource needs.
Qualifications
Education and Experience
Bachelor’s degree in architecture, engineering, business, and/or related field.
Minimum of 10 years of federal government experience within multi-disciplinary environments and business operating unit markets. Experience with winning and delivering work with Canada government key clients and accounts preferred.
Demonstrated leadership capability (people and business) and a commitment to Stantec’s core values, cross business operating unit engagement, including the health and safety of our people, and ethics and integrity.
Effective communication skills including presentation, written and verbal skills to clearly convey information to a variety of audiences.
Excellent organizational, strategic, planning and project implementation skills.
Ability to work collaboratively, foster teamwork and build and nurture lasting relationships with corporate organizations, key business partners, our clients, and our employees.

Pay transparency laws require employers to provide the following information for positions that may be in the following jurisdiction(s):
Salary Range(s):
$217,500 - $337,100 Min/Max Pay Range for postings located in WA
Lower Mainland $178,700 - Lower Mainland $277,00 Min/Max Pay Range for postings located in BC (Lower Mainland includes Vancouver & Burnaby)
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
