The Work You Will Do:

This is a professional Environmental Consultant position in the Division of Water Resource management; responsible for implementing administrative and technical aspects of the Onsite Sewage Program on a statewide basis. The incumbent provides statewide coordination of Onsite Sewage Treatment and Disposal System variances per Chapter 381, Florida Statutes, manages the statewide septic tank contractor registration program and reviews and approves septic tank contracting course providers and continuing education courses.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws, providing for the protection of the quality of Florida's drinking water, ground water and surface water resources, as well as public health, by providing oversight over the implementation of the statewide Onsite Sewage Program. This position, by providing training and promoting consistency in the implementation of the statewide Onsite Sewage Program, plays a critical role in helping ensure Florida’s groundwater and surface water resources, as well as public health, are protected.

Pay:

Your Specific Responsibilities:

• Septic Tank contractor and private inspector related duties: Manages the statewide septic tank contractor registration program, to include licensing and renewals; Managers the private provider inspector registry; Administer examinations.
• Training planning, facilitation, and programmatic representation duties: Reviews and approves applications for septic tank contracting course providers and continuing education courses; Monitor statewide training needs; Provide statewide training to program staff and regulating industry; Represent the program at departmental, professional, and civic meetings; Assist with programmatic disaster preparedness and response activities.
• Complaints and enforcement duties: Primary program coordinator for regulated industry complaints and enforcement data entry and follow-up; Coordinate enforcement activities with county health departments and legal counsel; Initiate and process administrative complaints or citations as appropriate; Investigate complaints and mediate disputes received from CHDs, other state or federal agencies, septic tank contractors, land developers, builders, and impacted citizens.
• Technical assistance duties: Provides technical assistance and interpretations on all aspects of the onsite sewage program to county health departments, other agencies, professionals, industry, and to the general public; Backup for variance duties.
• Policy and procedure development duties: Assists in development, coordination and implementation of statewide policies and procedures for the Onsite Sewage Program; Review and recommend updates for program policies and procedures.
• Performs other duties as required.
• The incumbent of this position has been identified as emergency Mission Essentials Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts.

Required Knowledge, Skills, and Abilities:

• Ability to determine work priorities and ensure proper completion of work assignments, work independently, solve problems, and make decisions.
• Ability to communicate effectively, both verbally and in writing.
• Ability to establish and maintain effective working relationships with others.
• Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs.

Required or Preferred Qualifications:

• Bachelor’s degree from an accredited university or college and two years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of six years.
• Travel, as requested.

Other Job-Related Requirements for this position:

• Valid Driver License.
• Preferred : Applicant possess an active Environmental Health Professional Certification in the area of Onsite Sewage Systems, or be a Registered Sanitarian, or the equivalent, all as required in s. 381.0101, Florida Statues.
• This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility). Any applicant being considered for employment must successfully complete a Level 2 State and National criminal history check as a condition of employment before beginning employment, and also be screened in accordance with the requirements of Chapter 435, F.S.
