GENERAL DESCRIPTION

This position works under the supervision of the Director of Information Technology or designated supervisor, to perform a variety of highly technical accounting work and to maintain & control financial records for assigned budgets. To adapt and perform in a dynamic environment and be versed in technology hardware and software. The ability to collect and analyze information, problem-solve, and prioritize.

SUPERVISION EXERCISED

This position exercises no supervision.

IMPORTANT AND ESSENTIAL DUTIES

Support the Director and assigned supervisor in many aspects of the Information Technology Department including daily and/or weekly budgeting updates for multiple budgets, daily payment request, submitting requisitions for purchase orders, and various other daily tasks. Perform many basic and advanced accounting tasks, analysis, and financial functions as required.

Under the supervision of the assigned supervisor, assists in various assignments to include communication with other departments and/or divisions to request and provide department data. This is to include, but not limited to, researching, analyzing, verifying and coordinating the input of information into the Department's Budget and/or Technology Fund Budget. Prepare information and reports for the annual Information Technology Plan.

Assist with the Abilene/Taylor County 911 District operations, board and finances as assigned. Work with the 911 District Administration and Board to develop, implement and review the 911 District's strategic plan of action for the operations, maintenance, and implementation of technology for the 911 District in order to ensure the safety and security of the citizens of Abilene and Taylor County. This includes, but is not limited to, strategic planning, contingency operations planning, and daily tasks to administer the 911 District budget.

Develop, execute, and review the 911 District budget in order to fulfill goals and strategies defined in the Strategic Plan in accordance with applicable statutes and includes attending council meetings of cities other than Abilene and the Taylor County Commissioner's Court during the 911 District's budgeting process to answer questions regarding the annual budget and all associated tasks.


Review and coordinate with Finance staff the Wireless Service Fee Distributions from the state, update various spreadsheets with current monthly information, review service fee remittance reports submitted by the various service providers serving the 911 District and submitting remittance payments to cashiers for deposit, sending updates and correction requests as necessary. Responsible for managing all 911 tax payments received from telecommunication vendors with 911 service, and sending annual 911 service fee/rate notifications to all telecommunication service providers and taxing agencies.

Operate a City vehicle to travel to various locations.

Knowledge of:

Accounting theory, principles, and practices.

Governmental accounting, auditing, and budgeting procedures.

Financial reporting techniques and methods.

Microsoft software products and Google Workspaces.

Skill to:

Communicate with various levels of city, county and state governments and agencies.

Operate various office equipment and use various computer software.

Ability to:

Perform advanced technical accounting work and analyze accounting data.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:

Four (4) years of experience in technical or clerical accounting work is required.

Education/Training:

Bachelor's degree in Business Management, Business Administration, Accounting, Finance or a related field from an accredited college or university with a minimum of 18 hours in Accounting is preferred.

License or Certificate:

A valid Texas driver's license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Special Requirements:

Ability to obtain a Criminal Justice Information System (CJIS) Certificate is required.
