POSITION DESCRIPTION: Coordinates proper execution of contract documents and agreements in accordance with Florida Statutes, Federal requirements, Administrative Rules, and Department policies and procedures. Executes supplemental amendments, amendments, time extensions and completion agreements. Obtains and verifies documentation necessary to secure contract document execution. Reviews contractual documentation for accuracy and funding commitment. Utilizes the Department’s electronic signature software for contract execution. Prepares and posts advertisements and ensures compliance with applicable procedures. Inputs shortlist and/or final ranking.

 

Performs data entry into the Consultant Invoice Transmittal System (CITS). 

 

Inputs and maintains data in the Professional Services Information System (PSI). Reconciles the contract documentation included in the contract file with PSI database.

 

Routes incoming and outgoing documents for the Procurement Office. Logs documents, as needed. Processes general correspondence and route incoming phone calls. Acts as the custodian for the office equipment. Prepares technical reports and tables. Schedules appointments and meetings. Prepares travel arrangements and process travel. Prepares and monitors the office budget. Attends staff meetings, records meeting minutes, and distributes as necessary.

 

Enters required contract data into the PSI and other procurement related systems. Reviews PSI data and updates PSI as needed.

 

Enters and maintains required information in the FDOT-Florida Accountability Contract Tracking System (FACTS).

 

Monitors contract term for active Professional Services contracts and coordinates required contract actions with project management. Conducts contract research and analysis to prepare amendments, including but not limited to, time extensions and certification of completion agreements.

 

Coordinates Public Records Requests, as appropriate; ensures confidential and/or exempt information is redacted, when necessary, in accordance with Department procedures.

 

Maintains the File Transfer Protocol Site and ensures Professional Services selection information is uploaded timely, accurately and in accordance with Department procedures.

 

Schedules conference facilities and represents the Procurement Services Unit in conducting procurement related meetings. Schedules and facilitates public meetings as required. Coordinates and schedules debriefing meetings as needed/requested. Ensures that the agenda for all public meetings is followed and that the meeting is held in accordance with sections 286.0114, and 286.011, F.S. Responsible for facilitating Oral Presentations and Consultant Interviews in compliance with the Request for Proposal. Documents and maintains meeting minutes for all public meetings.

 

Maintains district Sharepoint or intranet site using Sharepoint Designer or other web authoring software.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of word processing, spreadsheet, internet, database and personal computer applications; Knowledge of website publishing; Knowledge in Sharepoint Designer or other web authoring software; Skilled in planning, organizing, and coordinating activities and assignments; Ability to communicate effectively and appropriately both verbally and in writing; Ability to apply procedures, rules, guidelines and regulations related to procurement; Ability to exercise independent judgement, complete assignments and meet deadlines with minimal supervislon; Ability to work effectively as a team member.

 

OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.

 

MINIMUM QUALIFICATIONS: An associate's degree from an accredited college or university and one year of non-professional or professional business experience. A bachelor's degree from an accredited college or university can substitute for the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education. Florida Certified Contract Manager (FCCM) or Engineering Intern (E.I.) license can substitute for 2 years of experience.
