The California Department of Education (CDE) serves our state by innovating and collaborating with educators, schools, parents, and community partners.Under the general direction of the Education Fiscal Services Administrator, Audits and Investigations Division, the Education Fiscal Services Consultant (EFSC) works to provide a coordinated and transparent fiscal monitoring process to ensure Local Educational Agencies (LEAs) are spending federal funding as required by law relating to: Title I, Part A-Basic Grants; Title I, Part C-Migrant Education; Title II, Part A-Improving Teacher Quality; Title III-English Learners; and Title IV-21st Century; Immediate Aid to Restart School Operations; Temporary Emergency Impact Aid for Displaced Students; Assistance for Homeless Children and Youth; Project School Emergency Response to Violence; Elementary and Secondary School Education Relief Funds; and the Governor’s Emergency Education Relief Funds.
The EFSC’s duties include, but are not limited to:
• Conducting complex and high-risk federal monitoring reviews of LEAs in conjunction with the federal
program monitoring process, both online and in person at LEAs across the state.
• Preparing oral or written reports of work accomplished to management delineating review objectives, scope
of work performed, significant program or fiscal deficiencies, and making recommendations for resolving
identified issues.
• Advising LEAs in strengthening and improving program and fiscal management practices in the areas of
program accounting, budgeting, and reporting by providing extensive training, technical assistance, and
resources.
• Serving as a liaison between the various program offices to collaborate on technical assistance and
guidance of federal program requirements of entities receiving state and federal funding.
• Making policy recommendations to management to ensure LEAs understand and implement changes in
federal program requirements, and to ensure continued compliance with Department sub-recipient
monitoring responsibilities.

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.
