Assists in the administration of division activities within a large and complex department; does related work as required.
Essential Duties Considerable knowledge of the principles, theories, practices and procedures of assigned program area; considerable knowledge of the underlying laws and policies governing one or more major program areas; considerable knowledge of the principles and practices of administrative management; effective oral and written communication skills; ability to plan projects and to prepare related documentation; ability to perform difficult computations and to make comprehensive recommendations to specific problems; ability to prepare technical and informative reports; ability to prepare and present complex information to varied audiences; ability to plan, organize and direct the work of subordinate professional, supervisory, technical and/or support employees; ability to establish and maintain productive and harmonious working relationships with the public, employees, County agencies and elected officials; ability to exercise sound judgment and discretion.
This position will be responsible for administering the following:
- Water Distribution and Wastewater Collection functional areas
- Water Distribution Maintenance and Repairs
- Water Quality
- Water Metering
- Wastewater Collection Maintenance and Repairs
- Wastewater Collection System Cleaning and Inspection
- Training/Employee Development
- Safety and Security
- Personnel, and Resource Management
- Ensuring required staffing for continuous operations for all crews
- Budgeting for the Engineering, Operations, and Maintenance
- Day to Day Operations and Maintenance
- Performing all administrative functions, approve/review timecards, approve leave requests, etc.
- Reviewing and approving new and revised Standard Operating Procedures (SOP) for Maintenance and Operations
- Managing all requirements required for the reporting of data to regulatory agencies
- Supporting Water Treatment, Water Reclamation, Engineering and Business Divisions
- Managing Engineering Services (strategic planning; development and review of projects, reports, plans and specifications; and engineering task orders)
- Leading and performing reviews of technical specifications, drawings, and project plans
- Ensuring compliance with applicable standards, regulations, and engineering best practices
- Managing specifications, drawings, and technical information
- Providing engineering support to staff
- Environmental Sustainability Management System (ESMS) Program and compliance
- Managing the Division's compliance with the County's MS4 Permit and Spill Prevention and Response
- Managing Information Technology related to Water Distribution and Wastewater Collection
- Managing Warehouse Activities and Monthly Reconciliations
- Managing Vehicle and Equipment Fleet
- Managing personnel matters for each of the functional sections
- Acting as the Division Director in their absence
Minimum Qualifications Possession of a bachelor's degree in a field related to the assigned program area and three (3) years of program experience, one (1) of which must have been in a supervisory capacity; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Additional Information This position reports to the DPU Operations Center at 10401 Woodman Road. EIT Designation, or PE License preferred. A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
