Job description
Member of the Ship Management team, who plans, coordinates and directs the work of trades and subcontractors to perform work within their areas of responsibility to efficiently meet project safety, quality, schedule, and cost goals. Work with multiple departments and processes to support production efforts across entire repair team to support planning, work execution, problem solving, process improvement and project close-out. Will lead and facilitate teams through issues proactively. Area Managers may be required to provide training support across team/peers, and interact with internal/external customers across the enterprise. Directly responsible for the efficient execution and close out of work items and the conditions of the areas in which they are assigned.
Performance for this position will be evaluated based on the overall success of the areas assigned to the Area Manager for each availability (and the overall availability). Performance will be measured against predetermined safety, quality, schedule, and cost standards. Area Managers will report to the Ship Manager responsible for the availability they have been assigned to.
The Ship Management team works directly with production, and all other support trades to eliminate obstacles in the way of project success. Area Managers are an important part of this team, and require a background knowledge of ship repair process, a team-first mentality, and a positive attitude. Area Managers have no direct reports, but are responsible for the area and execution of work assigned.
ESSENTIAL FUNCTIONS AND DUTIES - Maintain safe working conditions and housekeeping of all areas of the ship and work items they are assigned
- Maintain/develop new processes and procedures to promote safe, on-schedule and cost effective work execution
- Works with the logistics, procurement, and materials team to communicate project demands for materials in alignment with the schedule. Works with the relevant supply chain personnel in charge of sub-contractor management.
- Review quality key performance indicators to evaluate and identify opportunities for improvement
- Support efficient execution of production by removing barriers; identify corrective action for issues that develop daily throughout assigned area of responsibility
- Coordinates pier side logistics with material delivery, material protection, crane, and rigging teams to support schedule
- Coordinates the production and testing cycles to support availability; oversee TIP/OQE completion to support project quality requirements. Is directly responsible for compartment close-out (009-81 & 009-117) related TIPS
- Monitor cost and schedule performance across all trades working within their assigned area through Earned Value Management system (at the Work Item and Activity Level); evaluate performance weekly, and develop mitigation plans with trades to resolve issues. Be aware of and be able to explain reasons for variance in cost and schedule (both negative and positive). Directly responsible for physical progress of work activities in their assigned areas. Responsible for verification of reported progress by the crafts and trades on a weekly basis
- Manage sub-contractor work execution on deck plates; work with sub-contract management team for contractual issues to resolve issues/delays. Responsible for verifying physical progress and documentation and signing off CCOs up to the 100% completion stage
- De-conflict trade/subcontractor issues, in alignment with overall schedule goals. Be aware of and expeditiously highlight and record conflicts with client, client sub-contractor or other similar agencies’ work hampering basic scope.
- Lead efforts to develop area management plans (work strategy, sequencing, temp services arrangements, etc.) with the facilities, planning, and production teams and support departments
- Exercise judgement in evaluating and proactively anticipating schedule and budget deviations; provide solutions to Ship Manager for resolution
- Coordinate communication and feedback with customer (IDRs, CFRs, etc.) to resolve technical issues where additional guidance is required
- Understand and adhere to NAVSEA Standard Items (Repair) and commercial standards as required
- Ability to deal with conflict in a collaborative working environment; support meetings and tasking as assigned by Ship Manager/Director of Operations. Be able to step in for senior team management if required.
- Support other duties and responsibilities as assigned
- Be thoroughly aware of the basic scope and identify and record deviations early. Actively participate in the change management process especially with recognizing and recording the impact that the change would have on the project milestones and deliverables
Required Education, Experience, & Skills - Bachelor's degree from an accredited college or university in Engineering, Project Management, Business Development, Finance or similar field or equivalent combination of education and experience
- Two (2) years relevant experience to include managing cross-functional teams to deliver commitments, or equivalent combination of education and experience (experience to be considered in lieu of degree)
- Comprehension - ability to understand problems and to collaborate to explore identification of solutions.
- Organization - ability to organize and prioritize own work schedule on short-term, and/or long-term basis, both for self and others.
- Reasoning & Decision Making - ability to prioritize work projects and requirements; ability to develop concepts, plans and work schedules and communicate them to others, and/or to subordinate employees.
- Communication - regular requirements to use written and oral communication skills; interact with managers, staff, co-workers and others encountered in the course of work; ability to compose materials such as detailed reports and work related documents and communicate substantively about them either verbally or in writing; communicate interactively & make presentations effectively.
- Mathematics - ability to compute, analyze and interpret numerical and/or statistical data for reporting purposes
- Strong planning and project management skills, with thorough knowledge of ship repair processes and sequences
- This is essentially a leadership role and a positive attitude, ability to effectively communicate and good leadership skills are a pre-requisite
Preferred Education, Experience, & Skills - PMI certified Project Management Professional (PMP)
- Government/Commercial New Construction Shipbuilding or Ship Repair experience. Ship operator, ship surveyor or similar off-shore on onshore / shipyard experience
- Positive attitude, Team-oriented approach to problem solving
Pay Information Full-Time Salary Range: $56600 - $96200
