Job Title: Business Analyst

Department: State of Louisiana (State) Department of Education (DOE)

Client: State of Louisiana

Location: Baton Rouge, LA (Non-local is also ok)

Onsite/Remote: Onsite

Duration: 1 year with possible extension

Visa: USC, GC

Additional Details:

  • Candidate MUST have at least 12 years of overall IT experience
  • Candidate MUST have State of Louisiana Department of Education experience or any education department experience

Project Scope:

The State of Louisiana (State) Department of Education (DOE) is requesting professional services and assistance related to improving ESSER grant and financial policies, processes, controls, and technology based on Federal Office of Management and Budget (OMB) guidance and requirements for Uniform Guidance for Federal Grants (2 CFR 200), or other applicable Federal, State or Local Government guidelines. The following requirements and activities will be performed:

Potential technology to be utilized:

The following list of technologies may potentially be used in this project pending final approval by the Office of Technology Services (OTS). All development must meet OTS standards and must be able to be transferred the to the State for the State to maintain and support without the need of third-party contracts or services. Technology might include:

  • SQL Server
  • MS Visual Studio .NET
  • Power BI
  • Google Sheets API
  • Relativity

Final technology requirements will be defined through an agreed upon project plan by LDOE, OTS and the vendor.

Mandatory Skills:

  1. Bachelor's degree in a relevant field such as Business Administration, Computer Science, Engineering, or a related discipline.
  2. Analytical skills to gather, interpret, and analyze business processes using data and information from various sources.
  3. Excellent written and verbal communication skills to effectively convey information to stakeholders, team members, and clients.
  4. Proficiency in documenting, and managing requirements from stakeholders, including interviews, workshops, surveys, and observation.
  5. Ability to create clear and concise requirement documents, user stories, process flows, data flow diagrams, and other relevant modeling techniques.
