The Work You Will Do:

We are looking for highly motivated and detail-oriented candidates with great customer service skills for this Purchasing Specialist position. This is a highly responsible position within the MyFloridaMarketPlace (MFMP) Section of the Bureau of Procurement & Contracting Services (BPCS) that not only administers the MFMP system, but processes Purchase Orders, Single Sources, Alternate Contract Requests, and P-Card Audits. This position ensures compliance with all Department Policies, Florida Statutes, Administrative Codes, and other Purchasing Rules, Regulations, and Procedures.

Within this Division, BPCS is responsible for DEP’s procurement and contracting needs which includes planning, facilitating, and executing all formal competitive solicitations, procurements, and contracting activities.

This position is in Tallahassee, Florida. Carr Building, 3800 Commonwealth Blvd.

Pay: The annual salary for this position will be $42,000.12 per year.

Your Specific Responsibilities :

• Ensures compliance with all Department policies, Florida Statutes, Administrative Code, and other purchasing rules, regulations, and procedures.
• Reviews and processes purchase requisitions for approval through the new Florida state agency eProcurement system, Ariba on Demand (AOD) (released July 5, 2022), in a timely manner, ensuring they are complete, accurate, and in compliance with all policies, rules, and regulations prior to routing for final approval.
• Communicate any issues or concerns, to the MFMP Administrator (Supervisor) in the process and approval of a requisition and assist in determining a resolution.
• Provides administrative and technical support for the agency eProcurement system, Ariba on Demand (AOD) as a backup MFMP System Administrator.
• Provide assistance to division personnel in determining the appropriate method of procurement, available sources, specifications, competitive price quotations, Office of Supplier Diversity, and DMS State Contracts and Agreements.
• Conducts quality assurance audits to ensure purchasing card (P-Card) transactions are complete, accurate, and in compliance with all Florida Statutes, Florida Administrative Code, and Department policies and procedures.
• Employee is required to proactively identify and meet the needs of all customers both internally (section, bureau, division, and agency) and externally (citizens, vendors, recipients, other agencies, etc.). Employee is expected to be prompt, responsive, solution oriented, helpful, cooperative, polite, respectful, and concerned for customers at all times.
• Tracks and documents the Department’s Woman-, Minority- and Veteran-owned expenditures for the DMS Office of Supplier Diversity annual Business Participation Plan.
• Makes recommendations for improving current procurement processes.
• Assists in conducting departmental staff training and/or workshops related to MFMP procurement procedures.
• Submits all reports and required paperwork in a timely manner.
• Maintains files as required for auditing purposes; provides auditors with purchasing information as needed.
• Answers and distributes incoming Bureau of General Services telephone calls, receives visitors, answers routine inquiries from Department staff and vendors regarding purchase order information.
• The incumbent in this position has the authority to make purchases exceeding the threshold amount provided for in s. 287.017 for CATEGORY TWO and is required to file a Financial Disclosure Form annually.
• Performs other related duties as required.

Required Knowledge, Skills, and Abilities :

• Knowledge of and ability to apply Florida Statutes, Administrative Code, and other authorities as applicable.
• Knowledge of contract requirements and guidelines to include: Chapters 211, 215, 255, and 287 F.S; Chapters 60A-1 and 69I F.A.C.; and CFO Memoranda.
• Knowledge of and ability to effectively use the state’s purchasing system.
• Knowledge of the Florida Accountability Contract Tracking System (FACTS).
• Ability to effectively use Microsoft Word, Excel, Outlook and PowerPoint.
• Ability to review contract and grant agreements to ensure compliance with applicable statutory and regulatory requirements.
• Ability to interpret and apply federal, state, and local laws, regulations, and policies.
• Ability to coordinate and work well with others to complete assignments and projects.
• Ability to plan, organize and coordinate work assignments while meeting deadlines and maintaining scheduled timeframes in a fast-paced environment with competing deadlines.
• Ability to communicate effectively and accurately both verbally and in writing including use of proper grammar, spelling, and composition of the English language.
• Ability to document, track and compile data effectively in a variety of reporting formats.
• Ability to work independently and apply problem-solving techniques.
• Ability to comprehend and apply applicable rules, regulations, policies and procedures.
• Ability to establish and maintain effective working relationships with others.
• Ability to create job aids, tools, and other materials and train and assist employees in the use of new forms, reports, and procedures.

Other Job-Related Requirements :

• Valid Driver License.
• High school diploma or GED equivalent, and/or two years of verifiable related work experience.

Preferred Qualifications :

• Florida Certified Contract Manager (FCCM).
• Candidate has a minimum of one (1) year direct experience in procurement (purchasing and/or contracting) with a Florida State Agency.
• Six (6) months or more of direct experience using MFMP (e.g., creating, reviewing, approving, submitting purchase requisitions). Experience must be reflected in MFMP and detailed on your state application.
