PROJECT MANAGER

Department: Office or Field Office

Hiring Manager: VP of Projects

Reports To: Vice President/Chief Engineer

Work Location: Hybrid

Location : 1 vacancy in Maryland, multiple open roles in Hampton and Chesapeake, VA

Salary Range: $120,000+

Summary

Project Managers have profit/loss and overall responsibility for each project that they are assigned and work in tandem with Project Superintendents, Engineers, and the Construction Manager to ensure projects are successfully completed safely, on time and on budget. They hold field supervisors accountable for the safe, efficient, and timely prosecution of the construction project for which they are assigned. Project Managers collaborate with field supervisors daily. They act as the Company's primary point of contact when communicating, negotiating or trouble-shooting contractual, commercial, or technical issues with the Owner. Project Managers work closely with the Construction Manager to coordinate and develop the careers of field supervisors on their projects. They write and approve purchase orders and subcontracts, develop the budget, and regularly update cost and revenue projections for their projects. Project Managers actively participate in means and methods, safety planning, project scheduling and budgeting in the construction and preconstruction phases. They have extensive knowledge and experience in the marine/heavy/civil construction industry.

Essential duties and responsibilities include, but are not limited to, the following:

  • Actively supports, communicates, and teaches the Company Mission, Vision, Purpose and Values to employees and bases decisions on these concepts.
  • Exercises leadership in pursuit of project goals.
  • Supports and interprets Company policies/procedures to personnel. At the same time, advocates for improved procedures as necessary.
  • Exercises strong problem-solving capabilities and can work within a management team to ensure projects meet safety, schedule, and budget goals.
  • Exercises business acuity, knows the costs of construction and related decisions, has a passion for efficient operations and endeavors to never waste a single man hour.
  • Communicates effectively, both orally and in writing, up and down the chain of command, and with customers, subcontractors, suppliers, and outside stakeholders.
  • Actively manages project personnel and the layout, function, and appearance of the project sites.
  • If not based in a field office, regularly visits jobsites of assigned projects to coordinate with field supervisors to optimize project operations and ensure projects are built in conformance with contract requirements.
  • Reads and interprets drawings and specifications.
  • Writes, reviews, and negotiates contracts for material purchases and subcontracting services with pricing and terms favorable to the company.
  • Engages in project administration, cost and revenue forecasting, cost estimating, construction planning, means and methods evaluations, project scheduling, material procurement, subcontracting, change orders, quality control, and job site safety.
  • Interfaces bid cost data from estimating software into accounting/project management software to set up project budget prior to construction and ensures that project costs are properly accounted for during construction.
  • Develops CPM project schedules with input from Estimators and the Project Superintendent.
  • Coordinates with minority and small businesses to ensure compliance with contract requirements concerning their participation in the project.
  • If qualified, offers input in the design of temporary structures, formwork, and falsework in coordination with their Office Engineer.
  • Identifies extra work situations, provides timely notice to the owner, and seeks recovery of costs.
  • Provides document control for correspondence, submittals, RFI's, etc.
  • Coordinates with site supervision to ensure proper management of subcontractors and vendor material deliveries.
  • Provides oversight for progress entry, schedule updates, subcontractor payments and owner invoices initiated by site supervision.
  • Assists in the preparation of final records for the project, including as-builts.
  • Assists in the preparation of any technical proposals required by design/build projects, private/public partnership projects, or best value projects.
  • Attends and participates in safety or training classes as needed and provided.
  • Has knowledge of relevant equipment, materials, and means and methods.
  • Monitors safety, schedule and cost and makes necessary operations adjustments to support established goals, budgets, and contract requirements.
  • Regularly interfaces with the Construction Manager to coordinate equipment and human resources for assigned projects.
  • Represents the company in a business-like, ethical, and professional manner at various progress meetings, partnering sessions, joint venture meetings, conferences and industry functions as required.
  • Champions continuous improvement in all areas, especially safety, operations, and cost control.
  • Has working knowledge of basic computer systems and software and is proficient in mathematical calculations.
  • Well organized and capable of multi-tasking. At times, Project Managers may manage more than one project.
  • Performs other duties as assigned.

Safety
  • Integrates safety rules, policies and practices in all work elements. Ensures that proper safety and incident reporting procedures are followed.
  • Solves safety problems immediately then coordinates with field supervision, Construction Manager and Safety Department.

Supervisory Responsibilities

This job does involve direct supervision of personnel and carries supervisory responsibilities.

Education and/or Experience

Degree in Civil Engineering, Construction Management, or Civil Engineering Technology and 5 years of related experience. A combination of related experience and/or training or equivalent combination of education and experience will be considered. Experience in heavy civil and marine construction and cost estimating is highly valued.

Other Skills and Abilities

Must be at least 18 years old, have reliable transportation to work and able to pass a physical. Must be able to pass a Homeland Security background check to qualify for a Transportation Worker Identification Card (TWIC).

The noise level in the field environment is usually loud. This position may require overtime work, work on weekends and/or holidays and may require regional travel.

  • Superintendent and PM- travel is classified as local or travel mileage from yard if it's over 60 miles it's travel job and lodging, Miles, and per diem will be provided.
  • 750/month fuel card for roles that are out in the field.
  • For PM's that don't travel it is a $600 fuel card because they travel less often.
