Job Description:


Program Director of LTAP:


The LTAP Director is responsible for administering the LTAP sponsored by the LADOTD and the FHWA. This program is located within, and is administered by, LTRC. LTAP’s primary customers are local transportation agencies including the technical and maintenance staffs; the DOTD offices that oversee programs related to local concerns; other transportation stakeholders including other DOTD Divisions and the FHWA; and organizations that represent or impact local agencies.


15% - Direct the operation of the LTAP Center in accordance with an annual budget and work plan approved by the LA DOTD and the FHWA. Coordinate with DOTD Local Programs Manager to identify outreach and training needs for local agencies receiving federal aid funds or otherwise involved on projects with DOTD. Coordinate with DOTD Safety Office on related needs of local agencies and develop/oversee appropriate work program to implement Strategic Highway Safety Plan at the local/regional levels. This includes direction of the LTAP Local Road Safety Program.


15% - Develop and present training sessions/workshops/short courses/demonstration projects to local public works personnel on technical topics and EDC initiatives. Coordinate/develop/deliver training module series for the LPA Core Training Program that is now required for all local public entities receiving federal aid funds for local transportation projects and/or consulting firms or other entities working on these projects. Develop and deliver training classes on local road safety topics to build local capacity to conduct problem identification and to select countermeasures included in projects.


15% - Develop and maintain an effective technical assistance program to meet the needs of LA’s local transportation authorities and to promote innovation at the local level. Provide technical assistance on local road safety, including data analysis and review; road safety assessments; countermeasure evaluation, etc. Direct the team that will coordinate the development of the Parish Local Road Safety Plans with the Regional Coordinators to improve safety on the local roads. Provide technical assistance to local agencies on LPA Program requirements.


15% - Prepare practice oriented materials for technology transfer including handouts; reports; briefing sheets; websites; and other electronic communications. Oversee publication of quarterly newsletter. Coordinate and promote use of safety resources such as crash and roadway characteristic data. Develop and maintain avenues of communication within LMA, PJA, LPESA, MPOs, and other organizations such as APWA, ITE, LES, ASCE, etc...


15% - Coordinate with DOTD Planning Office and Section 21 to implement sustainable process to identify needs related to access and use of DOTD maintained data and develop and coordinate training and outreach as necessary. Participate as a local representative on specific statewide initiatives including the Traffic Records Coordinating Committee; Louisiana Strategic Highway Safety Plan Implementation Team; Transportation Curriculum Coordinating Committee; LPA Program Manager’s Working Group; State Transportation Innovation Council; and regional safety coalitions.


15% - Organize seminars/workshops/training sessions/short courses/demonstration projects to facilitate technology transfer. Provide leadership in organizing semi-annual local parish engineers conference and other specialty conference and seminars. Serve on program committee for bi-annual LTRC LTC and bi-annual Transportation Safety Summit. Participate in regional safety coalition meetings and conferences and DOTD or local sponsored safety and technical outreach events. Identify opportunities to promote innovation and EDC initiatives.


5% - Participate on research project committees related to local transportation issues; state and local safety topics; and workforce development topics. Promote development and submittal of local research topics and assist in problem statement development. Participate in national research project and efforts in relevant areas such as local issues; safety; LPA programs; and workforce development. Participate in selected AASHTO committees such as the Safety Management Subcommittee or others with strong local connections.


5% - Oversee the budget and business affairs of the LTAP Center and supervise personnel. Oversee contract personnel on specific safety program activities. May be required to perform other duties as necessary as assigned by supervisor including, but not limited to, emergency/disaster support activities. Other duties as assigned



Minimum Qualifications:


Bachelor's degree and 7 years experience in participation in local government partnerships; budget, personnel, and office administration; workforce development program design and implementation related to transportation or public works agencies; Workday administration; and experience in transportation infrastructure and related data analytics.


Special and Physical Qualifications:


Vehicle Operation -University employees whose principal responsibilities of employment include operating a vehicle, performing maintenance on a vehicle, or supervising any public employee who operates or maintains a vehicle and positions with an expectation to travel will require an MVR and are subject to drug screens per PM-33/PS-67/FASOP HR-04.
