Job Title: Contract Specialist
Clearance:
Must pass National Agency Check with Inquiries (NACI) Security Clearance background check.
Location: Remote
Job Duties:
- Establish a full range of contractual administration actions required for the acquisition program including the issuance of contract modifications, investigation and resolution of contractor delays, and similar matters.
- Perform in-depth review and analysis to verify progress.
- Initiate action to resolve contract-related problems.
- Plan, and/or administer complex procurements of goods, systems, or services with specialized, state-of-the-art, critical, or scarce requirements and characterized by a lack of any previous cost data, use of a wide variety of cost and fixed-price contracts, multi-year contracts and extensive use of subcontractors, frequent changes in terms, conditions or funding arrangements, and similar difficulties.
- Develop and/or review complex contractual pricing arrangements and incentives characterized by multiple incentives requiring sophisticated contracting techniques, sharing arrangements such as cost-plus-incentive-fees or fixed-price-incentive-fees, or economic price adjustment clauses for adjusting labor and material costs where price cannot be reasonably predicted at the time of negotiation.
- Audit or review major acquisitions of similar complexity, present finding, recommend corrective actions and policy or procedure improvements.
- Review, develop, and recommend business unit-wide or agency-wide procurement processes and systems, procedures, and policies.
- Assemble and draft complex solicitation and contract packages for peer reviews involving various acquisition documents.
- Identify best practices and assess packages based on those points identified.
- Maintain, update, and access a lesson learned and best practices database derived from the review and evaluation process of assigned solicitations.
- Must understand strategic goals and objectives related to the acquisition function.
- Provides updates to senior leaders and collaborates across the agency to meet acquisition regulatory and policy goals and objectives.
- Provide input on operational improvements, program policies, procedures, and internal controls.
Experience:
- Mastery of Federal and Departmental procurement regulation.
- Skilled in promoting e-commerce, and supporting the use of automated acquisition systems, contractor performance evaluation systems, electronic invoicing systems, and other electronic systems facilitating the agency's move to paperless contracting.
- Knowledge of ESC PRISM is desired.
- Five years of operational experience in Federal Contracting.
- Certified Federal Contracts Manager certification through NCMA (preferred).
- Ability to communicate effectively both orally and in writing, understand complex issues, maintain good working relations, and meet basic professional performance standards.
- Ability to interpret, evaluate, and summarize complex issues.
- Knowledgeable experience in pre-award and post award administration of federal
- contracting.
- Proficient knowledge of Federal Acquisition Regulations (FAR); and other federal regulations, policies, and procedures.
- Ability to plan and organize work independently.
- Proficient in Microsoft Outlook, Word, Excel, and PowerPoint.
Education:
- Minimum of a bachelor's degree with minimum of 24 semester hours business credits (Masters preferred).
- Required minimum certification: Federal Acquisition Certification in Contracting (FAC-C) (Professional) - DAWIA Contracting Level III, DAWIA Contracting (Professional), and FAC-C Level III are acceptable.
Salary: $145,000 to $153,000 plus incentives
