RESIDENCY : Candidate must be a California resident. Chico State Enterprises is not a sponsoring

ESSENTIAL JOB FUNCTIONS: Reporting to the CSE Purchasing Manager, the Procurement Buyer assists
Chico State faculty, project directors and their staff with the timely purchase of goods and services in
compliance with CSE and CSU policies. Using excellent communication and customer service skills,
serve as an integral team member within the CSE administrative operations.
- Assist with the preparation of purchase orders, requisitions, contracts, invoices, and receipts
for projects. Provide purchasing guidance and technical support to project directors and staff.
- Research sources of supplies, materials, equipment, and services. Source vendors and meet
with new prospective vendors. Maintain strong working relationships and communications
with key suppliers. Support obtaining materials from suppliers at the lowest cost consistent
with considerations of quality, reliability of source, and urgency of need.
- Coordinate and obtain quotes; serve as the interface between account holders and vendors.
Execute quotes, purchase requisitions, and purchase orders. Negotiate vendor contracts
ensuring the inclusion of complete and accurate specifications, terms, and conditions.
- Prepare purchase requests ensuring adequate specifications and other requirements to include
proper project accounts, proper approval authorities, and other criteria. Confirm shipping
schedules and monitor open purchase orders. Provide updates to requesters.
- Set up new vendor PEID’s in the business enterprise software OneSolution as needed.
- Contract management to ensure appropriate execution of documents including notification of
terms, compliance with contract terms, and termination of contracts.
- Manage the Procurement Buyer inbox to ensure responses occur within established service
processing timelines.
- Assist with the development of purchasing policies and procedures, including documentation to
train users to execute the improved procurement process.
- Work closely with the Accounts Payable department to ensure proper documentation and
timely payment of bills, credits, or refunds.
- Performs other duties as assigned.
EMPLOYMENT STANDARDS:
Knowledge and Experience
- Bachelor’s degree in business or public administration, Accounting, or other related fields. 3-5
years of experience in procurement-related roles
- Addi�onal experience which has demonstrated that the applicant has acquired and
successfully applied the knowledge and abili�es shown above may be subs�tuted for the
required educa�on on a year-for-year basis. Knowledge of procurement processes,
regula�ons, and laws
- Equivalent to one year of purchasing experience as a buyer or buyer trained in a competitive
bidding setting or the processing or administration of contracts, service agreements, or leases.
- Three years of progressive responsibility in data analysis, report development, and
document imaging
- Experience in the use of desktop systems including, crea�ng, and maintaining a complex
desktop database applica�on, contract maintenance and administra�on, and budget
management.
- Ability to work and learn independently; interpret and apply a variety of complex policies
and procedures; independently iden�fy appropriate applica�ons of a wide variety of
complex writen policies and procedures in circumstances not clearly described by
available guidelines; coordinate mul�ple tasks, determine priority, and set deadlines; and
strong interpersonal skills
Preferred qualifications:
- Knowledge of Federal Acquisition Regulations (FAR)
- Experience interviewing vendors and recommending sources of support
- Experience with OneSolution a plus

COMPLIANCE REQUIREMENTS:
- Satisfactory completion of a background check (including a criminal records check) is required
for employment. Chico State Enterprises will make a conditional offer of employment, which
may be rescinded if the background check reveals disqualifying information, and/or it is
discovered that the candidate knowingly withheld or falsified information. Failure to
satisfactorily complete the background check may affect the continued employment of a
current Chico State Enterprises employee who was conditionally offered the position.
