While our primary focus lies in utility GIS, you'll have the chance to immerse yourself in various facets of Cary's GIS landscape. From intricate technical administration to comprehensive data and asset management, you'll lead the Utility GIS group while supporting the operational excellence of the Utilities and Public Works departments. Under the guidance of the Utility Engineering Supervisor, you'll lead the GIS Team while orchestrating complex GIS endeavors that drive tangible impact.

Typical Tasks
Oversees the planning, data management, and execution of GIS, utility data, and asset management projects and associated GIS coordination;
Exercises management and supervision of assigned staff; provides leadership; mentors their development; assigns projects and daily tasks; monitors quality of work; advises on technical issues;
Develops and maintains utility GIS data; ensures accuracy, validity, and integrity of asset data; tracks and archives GIS data layers;
Manages risk assessment software and utility asset management data; ensures that data is current, accurate, and integrated into GIS;
Manages GIS and associated data acquisition for utility master plans and associated community projects;
Manages utility and GIS data to prepare route maps, operational plans, and emergency operations reports and mapping.
Develops and maintains GIS solutions in support of geospatial data and project initiatives; provides administration of data maintenance activities; Establishes data rules and relationships to maintain data integrity and simplify data entry;
Leverages utility data management to improve process work flows for utility operations.
Manages outside contracted services for data acquisition and third-party data management solutions.
Designs and develops ESRI web applications to support utility business needs;
Creates user, maintenance, and support documentation; provides GIS assistance to staff; provides and coordinates training; prepares and maintains utility data collection and integration standards and procedures; provides technical support for utility data users; educates staff on GIS;
Analyzes whether departmental needs align with current geospatial and data solutions; identifies and pursues activities to sustain alignment;
Makes recommendations for operating and capital budget needs of the utility data group;
Manages project budgets, including preparation of cost estimates, monitoring expenditures to ensure compliance with approved budget, including payments and change orders;
Researches technologies that align with departmental initiatives to provide improved geospatial solutions to internal and external customers; learns new trends in advanced analytics and data science and actively incorporates them into an analytics strategy; performs periodic needs analyses; gathers technology requirements; identifies, develops, implements and maintains geospatial solutions;
Manages data solutions, machine learning, and predictive modeling for regulatory oversight and regulatory reporting.
Produces high-quality static and dynamic map products;
Plans, supervises, and observes special studies.
Performs other job-related tasks as required.
Knowledge, Skills and Abilities
Thorough knowledge of civil engineering practices and procedures; thorough knowledge of GIS ESRI ArcGIS 10.X and ArcGIS Pro; thorough knowledge of the practices, methods and equipment as applied to related utility projects; thorough knowledge of modern methods and techniques as applied to the design of infrastructure projects; thorough knowledge of civil engineering terms and techniques, design and drawing procedures and techniques; thorough knowledge of GIS software and other related computer software and equipment; ability to perform difficult engineering computations on engineering problems; ability to make sound judgement and decisions on matters of civil engineering design, math and problem solving work; ability to keep and maintain accurate records; ability to establish and maintain effective working relationships with associates and the general public; ability to communicate complex technical information effectively with engineers and other professional staff members, orally and in writing; skill in the use of related civil engineering instruments and equipment; ability to use programming languages (Python, etc.) to write scripts for workflow automation; ability to read surveys, recorded maps, and deeds and digitize them; ability to create customized reports using GIS databases; ability to effectively communicate advanced analysis practices and results in a simplified form for less technologically oriented staff; ability to identify business processes that can benefit from efficiencies provided by GIS; ability to manage projects.

Minimum and Preferred Qualifications
Education and Experience:

Requires any combination of education and experience equivalent to graduation from an accredited four-year college with a bachelor's degree in Geographic Information Systems, Geography, Computer Science, Information Systems/Technology, or related field, and considerable experience related to engineering, utilities, and project management.

Requires certification as a Geographic Information Systems Professional (GISP) or equivalent.

Requires a valid driver's license with an acceptable driving record.

Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
