Job description
The Sudan Programs Director (PD) leads implementation for the Building Inclusive Peace in Sudan (BIPS) project, the Informed Communities Mobilized Against Corruption (ICMAC) project, and any other future projects as assigned. The PD overseas all aspects of program implementation, including project and financial management, partner and donor engagement, ensures compliance with donors’ rules and regulations, and is responsible for reporting and coordination of activities with the home office. In close coordination with the Chief Program Officer and the Vice President of Business Development and Communications, the Programs Director (PD) is responsible for leading tasks related to Sudan strategy development, development of new program initiatives, proposal development, partner outreach, market analysis and advocacy related to Sudan and the region.
Key Functions and Responsibilities: Project Management
- Lead and manage project implementation of the BIPS and ICMAC projects, ensuring effective implementation and alignment with organizational standards.
- Act as the primary representative of the organization for the BIPS and ICMAC projects, building strong relationships with local communities, authorities, donors and partners.
- Oversee project compliance with local laws, regulations, and cultural sensitivities.
- Provide leadership and management to project staff, including capacity building and performance management.
- Ensure timely and accurate reporting of project activities to home office.
- Manage project specific budgets and resources, ensuring accountability and transparency.
- Respond to emergencies and unexpected challenges in the operating environment, adapting strategies as necessary.
- Oversee project start-ups and closeouts as needed, including regularly traveling to the field to support project initiatives and backfill project leadership as necessary.
Financial Management
- Supervise project budgets, ensuring funds are properly allocated and spent in accordance with donor and organizational policies.
- Coordinate with the home office to ensure timely financial reporting and compliance with grant conditions.
- Monitor and authorize project expenditures, managing cash flows and ensuring financial accountability.
Business Development:
- Engage in high-level discussions with potential donors and partners to secure funding for various projects.
- Participates in business development efforts from capture phase through live solicitation,
- Leads proposal development, including drafting of technical approaches, staffing and partnering strategies and negotiations, and support cost development.
- Participate in scoping and information gathering trips for anticipated and live proposals and guide staff and consultants supporting research efforts.
- Bachelors degree in a relevant field such as international relations or development.
- Minimum of 8 years of experience in project management, preferably in field settings
- At least six years of progressive staff supervisory experience.
- At least four years of experience working on Sudan programs.
- Experience in peacebuilding and human rights technical areas in Sudan or relevant context.
- Deep understanding of the socio-political context and how change happens in conflict and polarized environments.
- Proven ability to manage complex field-based projects, including contingency planning and crisis management.
- Experience in stakeholder management and community engagement in project execution in challenging environments.
- Comprehensive knowledge of the USG rules and regulations pertaining to NGO funding.
- Strong leadership and team management skills.
- Ability to work under pressure and in challenging environments.
Preferred Qualifications - Master's degree in a relevant field such as international relations or development.
- Previous experience in a similar role in the development sector
- Experience in managing SIDA and EU projects and compliance
- Strong network with local stakeholders and communities.
- Fluency in Arabic language
