General Statement of Job:
The Grant Development Officer provides technical assistance and guidance in grant/ project development and submission of applications for funding that expand the capacity of South Texas College. This involves the review, development, and submission of grant applications or proposals for funding and sub-recipient agreements for accuracy, completeness, and compliance with funding agency guidelines. This position encompasses grant writing and project development skills supporting alignment with the College's educational, training, and service needs.

Specific Duties and Responsibilities:
  1. Establishes collaborative partnerships and productive internal and external working relationships with Faculty, Staff, and administration within the department and college-wide to support grant development and compliance efforts.
  2. Researches grant funding opportunities to disseminate information to the appropriate personnel.
  3. Develops reports and maintains internal system of reporting and recordkeeping within a single repository to manage grant development activities, as well as webpage upkeep.
  4. Interprets sponsored opportunities to ensure feasibility and alignment with College’s Comprehensive Mission and Vision, strategic directions and effectiveness planning for appropriate stakeholders for the development of proposals.
  5. Coordinates and leads meetings for the development of applications and proposals for funding with administrators, staff and faculty.
  6. Councils, and assists staff and faculty involved in proposal development, including budget development, and interpretation of funding agency guidelines.
  7. Provides guidance and technical assistance to staff and faculty involved in proposal development, including budget development, and interpretation of funding agency guidelines for the successful development of competitive applications that fully address the grant evaluation criteria.
  8. Creates templates, process, reports and instructions in the development of grant applications including Letters of Commitment or Letters of Support.
  9. Fulfill application package requirements, including budgets and agreements with stakeholders with attention to management and compliance parameters, for funding agencies with precision to specification for timely submission of proposals.
  10. Develops and conducts training on grant seeking, proposal development, and procedures that support effective grant development efforts.
  11. Submits applications to funding agencies using various sponsor developed systems such as Grants.gov, NSF Fastlane, and others.
  12. Monitors federal, state, and local legislation, appropriations and regulatory actions that affect grant development.
  13. Provides assistance to departments with submissions for Institutional Review Board (IRB) approval for human subject research when required by grants. Fulfill subaward application processes, including budgets and letters of commitment/support with stakeholders, with attention to management and compliance parameters, Institutional Review Board (IRB) approvals and other grant or institutional/partner agency subaward requirements.
  14. Seeks guidance from Senior Development Officer, as the intermediary, regarding Development of submission packets aligned to department needs and funding opportunities.
  15. Seeks feedback for current and past sponsored initiatives that addresses challenges and successes to ensure continuous success in sustainability with a higher return on investment.
  16. Performs other duties as assigned.

Required Education and Experience:
  1. Bachelor’s Degree required; Master’s Degree preferred.
  2. At least two (2) years of experience in grant development and/or grant writing required.

  1. Security Sensitive position: All applicants are subject to a national criminal background check under South Texas College policy.
  2. In addition, subject to a federal background check.
  3. Must have or qualify for a valid Texas driver’s license and proof of liability insurance.
