Job description

The County of Yolo Assessor/Clerk-Recorder/Elections Department is recruiting to fill one (1) regular, full-time position in the Appraiser class series. The candidate selected will be assigned to the Appraiser I, II, or III level depending on their background and experience, and at the discretion of the hiring authority. The  combined   salary range for the Appraiser I - III class series is $59,738 - $89,856 annually .

Depending on the level of position placement, the selected candidate will perform increasingly complex duties, requiring specialized knowledge of appraisal methodology as it relates to valuing property for property tax purposes. The incumbent is expected to possess technical knowledge related to applicable computer technology and Revenue and Taxation Codes as well as perform tasks necessary to appraise real or personal property. This will include field inspections to measure and inventory property, interviewing real estate professionals, secure and analyze data for the appraisal of real and personal property, inputting data into the County's Automated Property Tax System (Megabyte) and defending value conclusions in appeal hearings, and maintaining cooperative relationships with those contacted during the course of work.


The ideal candidate   for this position will be a highly motivated and reliable team player with strong interpersonal and organizational/ time  management skills and work ethics.

Education:  Bachelor's Degree in Accounting, Business Administration, Economics, Engineering or a closely related field.

Substitution:  Experience in an Assessor's Office performing responsible duties in the preparation of the Assessment Roll; real property management, mortgage lending, title work, and/or structural cost estimating may be substituted for two (2) years of the required education on a year-for-year basis. Experience in real estate sales or transfers will not be considered equivalent to the appraisal and valuation work referred to in this requirement.

Appraiser's Certificate: Must obtain temporary Appraiser's Certificate from the California State Board of Equalization within the first year of employment.

License:  Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation. Appraiser II
Education

: Bachelor's Degree in Accounting, Business Administration, Economics, Engineering or a closely related field; AND

Experience:  One (1) year of experience in an Assessor's Office performing property appraisal duties comparable to those of an Appraiser I; AND

Appraiser's Certificate:   Possession of a valid Appraiser's Certificate issued by the California State Board of Equalization.

Substitution: Experience in an Assessor's Office performing responsible duties in preparation of the Assessment Roll; real property management, mortgage lending, title work, and/or structural cost estimating may be substituted for two (2) years of the required education on a year-for-year basis.   Experience in real estate sales or transfers will not be considered equivalent to the appraisal and valuation work referred to in this requirement.

Appraiser's Certificate:  Possession of a valid Appraiser's Certificate issued by the California State Board of Equalization.

Selection Procedure  
The selection process steps may change with or without notice. The following is a tentative schedule of events that will occur as part of the selection process.
Verification of Education

Acceptable forms of educational documentation are official/unofficial transcripts or copy of diploma that list the student's name, institution name, field of study and date the degree was awarded. For recent graduates who have not received proof of their degree, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.


Please do not send originals ; copies of the required documents are acceptable. Any submitted documents will not be returned.


All foreign transcripts or diplomas must be in English.  If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency.  The County of Yolo will accept education as equivalent to U.S. accreditation from Institutions that are listed as members of the International Association of Universities. You may check for your school by visiting the IAU web site ().

 

Applicants who possess a degree or completed coursework that is not from an accredited college or university, must submit one of the following: 

  1. A written statement from a U.S accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required. 
  2. An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade. 

Note : Foreign language documents must include a precise word-for-word English translation of all foreign language documents. It is the responsibility of each applicant to prove to the satisfaction of the County that the applicant meets the specific requirements listed on the job announcement for each specific examination.
