PLANNING & DEVELOPMENTGrowth management coordination, land use planning, infrastructure planning, transportation planning, and GIS land base mapping are all components of the County’s Planning program in support of the department’s mission to plan comprehensively for the orderly growth and harmonious development of Spartanburg County.
In addition to staffing the Spartanburg County Planning and Development Commission and Board of Zoning Appeals, the Planning Staff also helps coordinate the activities of the Spartanburg Area Transportation Study (SPATS) Policy Committee which is a Metropolitan Planning Organization.
The County uses several approaches in its effort to responsibly manage growth to include the use of Subdivision Regulations, Performance Zoning Ordinance (PZO) and Unified Land Management Ordinance (ULMO).
POSITION SUMMARYSpartanburg County is seeking an experienced and innovative Director of Planning and Development to lead their growing Planning and Development department. The Director will provide strategic leadership to the department and will oversee operations to include Long Range and Current Planning. The Director will be highly engaged with County Council, various Boards and Commissions, other County Departments, and the public regarding planning and development issues.
Additionally, the Director will develop, manage, and advise on the County’s land management regulations and zoning ordinances, ensuring that County Council and County Administration are aware of opportunities to manage growth responsibly throughout the County.

RESPONSIBILITIESThe Director is responsible for planning, directing, coordinating, and supervising planning programs, services, staff, and functions; coordinating work with County Administration and department directors; directing staff and technical resource support to County Council, Planning Commission, Board of Zoning Appeals and other boards and commissions as assigned by County Administration.
- Establishes department goals and policies through regular meetings and communications with County Administration, County Council, Planning Commission, Board of Zoning Appeals, SPATS; receives input for goal formulation, policies, and programs.
- Works with committees and staff to carry out communicated goals and policies and works to recommend changes in goals, policies, and programs.
- Advises County Council and County Administration on planning and development challenges and opportunities.
- Assists in the development of ordinance modification(s) and/or new regulations to help the County achieve stated goals.
- Works with County Administration, County Council, Planning Commission, and other stakeholders to write regulatory land use ordinances.
- Supervises the staff administration of various ordinances and regulations. Monitors the effectiveness of adopted ordinances to achieve stated goals.
- Oversee management of personnel through subordinate staff levels of supervision.
- Sets priorities, delegates work assignments, projects, and programs; monitors workflow; and reviews and evaluates work products, methods, and procedures.
- Provides policy guidance and ordinance interpretation to staff.
- Ensures the County and department policies, as well as applicable law and ordinances, are consistently enforced.
- Facilitates and implements the long- and short-range plans for the County.
- Coordinates the effort and programs of the Planning Commission, Board of Zoning Appeals, SPATS, and various committees.
- Directs the preparation of annual departmental budget and various grant budgets.
EDUCATION, EXPERIENCE AND SKILLS REQUIRED- Bachelor’s degree in planning or related field; master’s degree in planning preferred.
- A minimum of eight years of experience in current and/or long-range planning with considerable land use/zoning experience, including progressive supervisory experience in a management role.
- Experience with Geographic Information Systems (ARCGIS Pro).
- Experience with Urban planning and Management experience preferred.
- All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
- Must have the ability to maintain a valid driver’s license issued in South Carolina.
- AICP certification.
COMPENSATIONThe salary range for this position is $110,000 – $125,000 with the salary offered being dependent upon experience and qualifications. The County also offers a comprehensive benefits package to all eligible employees, including participation in the State of South Carolina Retirement System.
