Position Summary
The Metropolitan Airports Commission is seeking a payroll expert. If you have a solid understanding of payroll theories, principles and concepts and are abreast of the numerous Federal and State tax withholding laws, this is the job for you!
The Payroll Manager performs expert level strategic leadership in planning, preparing and disbursing payroll for the employees of the Metropolitan Airports Commission. The incumbent supervises a team of payroll staff in delivering payroll accurately and effectively and recommends and implements payroll policies and procedures to meet the MAC’s responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates. This position also provides annual budget information, benefit calculations and reports to project future costs.

Position Description
JOB DUTIES
Internal and External Communications
- Cultivates collaborative and effective working relationships with all MAC departments and acts as a resource and guide in the areas of payroll processing, programs, and systems.
- Produces written and visual materials that are easily understood and user friendly.
- Develops custom reports as requested and required.
- Communicates and problem solves with internal teams to include Human Resources, Benefits, Labor Relations, and Information Technology to coordinate efforts to improve payroll processing and performance.
- Meet with employee groups, develop relationships with departments to understand the payroll needs within the organization.
Payroll Processing - Responsible for the management of the overall payroll function, ensuring accurate and timely processing for 800+ employees that are represented and non-represented.
- Ensure any corrections, change requests, or adjustments are processed in a timely and accurate manner and meet compliance requirements.
- Actively participate in the audit and review of payroll processing prior to finalization and submission for accuracy and completeness.
- Responsible for compliance with all federal, state, and local laws, as well as company policy and procedures regarding payroll activities. This includes but is not limited to obligations around FMLA, payroll benefit accruals, bargaining agreements, company employment policies, and other similar requirements related to managing the payroll cycle.
- Ensure accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff.
- Ensure accurate recording of payroll related expenditures into the JD Edwards Enterprise One (Oracle) system for each payroll cycle.
- Oversee all payroll-related tax filing submissions and reconciliations with Ceridian tax services bi-weekly, quarterly, and annually. Assists with W-2 submission to tax services.
- Monitor and evaluate effectiveness of payroll processes, effectively driving improvement in performance and efficiency where needed. Adapt to address resource and operational challenges.
Payroll Programs and Systems - Implement and maintain effective systems, policies, and processes to correctly compute and record time, earnings, benefits, taxes, and other items that affect net pay. Ensure all related system capabilities are operational and conform with regulatory and audit requirements.
- Develop, maintain, update, and communicate organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
- Assist in the development of exception reporting and system reporting that will identify errors or omissions prior to finalization and submission. Proactively research errors and implement corrective actions to prevent reoccurrence.
- Ensure labor agreement changes are implemented timely and accurately. Prepare and provide labor analysis for employee and labor relations.
- Responsible for developing work performance standards and the execution of internal controls to ensure accuracy of data.
People Management - Lead, monitor, provide work direction, coach employees, and participate in their evaluation and development.
- Develop short- and long-range plans for payroll staffing, training, work projects, and other related issues.
- Ensure employees have work plans appropriate for their business function and that the plan is being followed.
- Conduct regularly scheduled meetings with employees to communicate work plans, set expectations, exchange performance feedback, and build employee satisfaction.
- Attract, engage, and retain a qualified and motivated staff.
- Create, manage, and maintain an employee centric service philosophy that supports a culture of employee care and operational efficiency.

MINIMUM REQUIREMENTS - Bachelor’s degree in accounting or a related field
- 5 years of progressive experience administering payroll
- In lieu of a degree, 9 years of progressive experience administering payroll
- 5 years of experience managing and directing staff in a payroll or accounting environment
- Extensive knowledge of federal and state tax and labor laws
- Experience using integrated financial systems
- Excellent written, oral, and interpersonal skills
- Excellent decision making, problem solving and conflict resolution skills
- Intermediate skill level using Microsoft Word, Excel, and Outlook
DESIRABLE REQUIREMENTS - CPA or APA sponsored FPC or CPP certifications
- Experience using UKG in processing payroll
- Experience using JD Edwards Enterprise One (Oracle)
- Experience processing payroll for multiple collective bargaining agreements
- Experience administering payroll for medium to large organizations with 800+ employees
- Experience with Public Employee Retirement Association (PERA) deductions as they apply to payroll
