Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Senior Business Manager in our Human Resources Division. This opportunity is based in our Central Office location in Downtown Richmond, VA.

As a Senior Business Manager, you will, play a crucial role by managing the day-to-day fiscal and administrative responsibilities that support and drive all business functions for the Human Resources Division.

Position specific responsibilities and duties will include, but are not limited to:

• Developing and managing division's fiscal strategy to include oversight of more than 20 budgets and associated spending plans. Ensuring proper financial stewardship through the development and application of sound policies and procedures. Determining the proper allocation of funds within appropriate financial systems. Overseeing reconciliations and providing oversight of expenditures. Collaborating with VDOT staff to research and correct errors. Authorizing budget adjustments and expenditures based on need and funding availability.
  
• Overseeing and purchasing of goods and services, professional services, consulting procurement and small purchases for the division. Ensuring accounting and financial transactions are processed according to policies and procedures. Overseeing compliance with Prompt Pay Act. In addition to overseeing and approving purchases and payments of small good and services, consultant procurement, for the Division's Business Team staff, the incumbent will utilize an SPCC card for small purchases and payments of the same
  
• Conducting research and analysis on budgets and associated spending. Identifying opportunities for funding VDOT HR programs.
  
• Providing technical support in the administration of business functions. Overseeing compliance and reporting. Overseeing requests for information and providing input to others on policy or legislative changes.
  
• Overseeing contract administration activities. Providing leadership on development of complex contracts that may involve multiple divisions within VDOT. Overseeing processing of consultant contracts ensuring compliance with VDOT policies and federal and state regulations and guidelines. Providing expertise and training to VDOT staff regarding best practices for the use of assigned contracts. Overseeing research and reporting on contract compliance, audit results and develops corrective action plans and reports for stakeholders.
  
• Leading the administrative and human resource functions. Ensure human resource policies, procedures and guidelines comply with VDOT policies, and changes are communicated to staff. Managing training and development efforts of staff by developing training programs ensuring fund availability.
  

 

Minimum Qualifications

• Ability to develop operational budgets, spending plans, monitor and analyze data.
  
• Ability to develop, monitor strategic plans, forecasts and develop financial reports.
  
• Ability to interpret laws, regulations, policies, and procedures.
  
• Knowledge of contract management policies and procedures.
  
• Experience applying administrative, managerial, supervisory principles and practices.
  
• Ability to establish, maintain effective working relationships with all levels of agency management and with vendors.
  
• Ability to communicate effectively orally and in writing with customers and make presentations and conduct meetings.
  
• Considerable knowledge of government accounting, information technology, public budgeting principles and practices.
  
• Skill in the use of computers and web-based applications.

 

Additional Considerations

• Knowledge of consultant procurement processes and procedures.
  
• Knowledge of federal and state transportation regulations, policies and procedures.
  
• Experience in managing and administering budgets, financial activities or strategic plans.
  
• Knowledge of grant administration and fund management principles and practices.
  
• A combination of training, experience, or education in Business, Accounting, Finance, Economics, Public Administration or related field desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
