UI Health Care's Department of Finance and Accounting is seeking a Manager, Operating Budgets supervise and coordinate the preparation of UI Health Care’s annual hospital operating budget. The role will work closely with the Budget Director and other UI Health Care staff to lead in the annual budget development and in the monitoring of actual versus budget performance on a routine basis. The position also keeps the Budget Director and team informed of changes to policy and procedure changes that may impact operations.
Key Responsibilities
Financial Oversight and Budgeting
- Assist the Budget Director in the planning, development, and compilation of the annual hospital operating budgets.
- Analyze and provide data for use in the budget process including UOS, gross and net revenue, FTEs, and labor hours.
- Assist in the preparation of budget reports for the State of Iowa Board of Regents.
- Provide ongoing support to departmental and management staff regarding financial performance, data, and processes.
- Assist in the UIHC annual salary budget process.
- Manage the FTE Management Process for the hospital as far as reviewing all hiring requests, providing vacancy reporting, and working with leadership on reporting and refining the process.
Financial Reporting
- Supervise and coordinate the annual preparation of the various budgetary units within UIHC. Make recommendations regarding appropriate policies, procedures, and guidelines.
- Monitor monthly performance versus budget. Contact departmental managers to analyze and understand variances. Support actions to implement corrections.
- Develop, implement, and maintain the Strata operating budget system and other data sources used to support the budget process.
- Develop reporting as needed to communicate financial and statistical data to management.
Financial Analysis and Planning
- Review flexible budget performance and analyze changes in Unit of Service statistics impacting financial performance.
- Assist in the development of systems and processes used for data collection and reporting in the budget process.
- Oversee the rolling forecast process throughout the fiscal year, assessing the impact of changes from budget projections.
- Provide guidance and analysis for departmental and management questions and for new requests as they arise.
- Participate in the development of a process to forecast RVU volumes and to translate the impact of the change in physician volumes on hospital volumes.
Leadership and Training
- Support departments and coordinate education on the budget process.
- Coordinate feedback from users to improve the budgeting system and procedures.
- Supervise budget staff including hiring, training, and performance management.
This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location.
Required Qualifications
- A Bachelor’s degree in Business Administration or Accounting or an equivalent combination of education and experience.
- 5-7 years of accounting, auditing, cost accounting, budget and/or financial analysis experience.
- Demonstrated proficiency in complex financial and statistical analysis and presentation.
- Excellent written and verbal communication skills.
- Demonstrated proficiency in computer software applications.
- Demonstrated ability to resolve problems and develop operational solutions.
- Demonstrated ability to develop and manage a high performing and collaborative team.
- Demonstrated experience working effectively in a diverse environment.
Desired Qualifications
- 4 years of relevant healthcare accounting experience. Preference given to a background in an academic setting highly desired.
- A Master’s degree in Business Administration or Accounting.
- Knowledge of University of Iowa financial and operational policies and procedures.
