The California Public Employees' Retirement System (CalPERS) actively seeks a Legislative and Regulatory Analyst to join our team in the Legislative Affairs Division. In this role, you'll track, review, research, and analyze congressional legislation and pending federal regulations that may impact CalPERS, and develop fact sheets, comment letters, and other advocacy materials.

This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week. Learn more about this unique opportunity in the Duty Statement.

Statement of Qualifications
Please provide a Statement of Qualifications (SOQ) for the hiring manager’s review. Applications received without an SOQ or those that do not respond to the specific questions below will not be considered.

The SOQ must be typed, titled “Statement of Qualifications”, and each response must be numbered and list all relevant experience, education, and training, including places of employment, dates, and duties performed. The SOQ must not exceed two pages in length and must not have font smaller than 11-point.
  1. Describe your experience or knowledge of the legislative and regulatory process at the federal and California State governmental levels. Please include any experience in tracking, reviewing, implementing, or administering federal or state legislation and regulations. 
  2. Describe your experience analyzing or developing legislative bills, proposals, or regulations; identifying the policy need; identifying a fiscal impact, determining potential legislative or regulatory alternatives, and making recommendations to decisionmakers. 
  3. Describe your experience developing and coordinating research and analysis on legislative, regulatory or policy issues with programmatic subject matter experts. Please include any experience preparing agenda items, briefing documents, and presentations for senior management, outside organizations, high level policy makers, a board or similar body.
Minimum Qualifications
All experience and education relating to the Minimum Qualifications (MQs) listed on the Classification Specification should be included in your application package to clearly demonstrate how you meet the MQs for this position. If you have a degree from outside of the United States, you must submit an evaluation of this degree to determine the US equivalency.
