ASSISTANT CIP ENGINEER

Reports To: Engineer III (CIP Engineer

JOB SUMMARY

Assists the capital improvement engineer in managing the CIP program through historical document research, project management, project budget estimating, design, engineering plan and specification review, construction inspection, and conducting start-up of new or rehabilitated water supply, treatment and transmission facilities for Greenville Water.

ESSENTIAL JOB FUNCTIONS:

• Oversees and manages capital improvement projects and large maintenance, repair and replacement projects; monitors costs, budgets, and schedules.
• Serves as liaison between GW and outside engineering firms, construction managers, contractors, regulatory agencies and customers.
• Prepares requests for proposals used to select engineering firms or contractors; prepares and submits advertisements for bids for projects; opens bids; reviews submitted bids; makes recommendations regarding contract award.
• Reviews plans and specifications prepared by outside engineering firms; prepares plans and specifications for in-house projects.
• Reviews and approves pay requests for engineering firms and contractors.
• Inspects construction in progress for compliance with established contracts, regulations, specifications and standards of quality and safety; reviews modifications and change order requests; prepares punch list of GWS comments upon completion of work.
• Coordinates work performed by GW related to capital projects.
• Assists in obtaining DHEC, county, Department of Transportation and city permits for projects; obtains rights-of-way or property for projects by working with engineers, realtors, attorneys, and property owners.
• Communicates project status and concerns to supervisor.
• Attends workshops, seminars or classes to maintain certification and to keep abreast of new design and application techniques and new governmental regulations and programs which affect the utilities served.
• Receives, reviews, prepares and/or submits various records and reports including budget documents, plans, specifications, ROW and property drawings, Capital Improvement Plans, schedules, requests for proposal, water usage reports, pumps station reports, contracts, agendas, meeting minutes, statistical analyses, catalogs, maps, performance appraisals, policies, technical reports, memos, correspondence, etc.
• Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, other department supervisors and employees, subordinates, customers, engineers, architects, developers, contractors, consultants, sales representatives, City/County personnel, attorneys, property/business owners, regulating agencies, property owners and the general public.
• Represents Greenville Water (GW) in various meetings.
• Interacts and communicates with various groups and individuals such as the immediate supervisor, other department and division supervisors and employees, subordinates, customers, engineers, contractors, utility companies, City/County/State personnel, other government agencies, regulatory agencies, sales representatives, and the general public.

MINIMUM QUALIFICATIONS:

Applicants must possess a Bachelor's Degree in Engineering from an ABET accredited school, supplemented by one to three (1-3) years of progressively responsible experience in contract management, engineering, utility design and construction, or related field is required; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina driver's license, and registration as an Engineer In Training (EIT), or as a Professional Engineer (PE) in South Carolina or obtain reciprocity in South Carolina within one year from date of hire. Must posses and maintain registration as a Level B Water Distribution Operator in South Carolina or obtain such certification within one year from date of hire.
