Department Description

Under the direction of the Director of Sustainability and Resiliency, the Program Manager is responsible for supporting the Office of Sustainability and Resiliency's mission to lead the implementation and monitoring of proactive sustainability and climate change risk management programs and coordinate resilience planning efforts across the operation and administrative functions of Prince George's County Public Schools (PGCPS).The incumbent of this position will champion new program initiatives that promote social, economic and environmental benefits to foster the principles of sustainability and equity.The Program Manager also provides a high level of project awareness and tracking to inform the Director of trends and issues in overall performance and project progression,coordinates and monitors activities between the department's internal teams to ensure compliance with the overall department's strategic goals, and supports seamless communications internally and effective communications with external stakeholders.

Salary Range: $79,263 - $159,531

Detailed Description

DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

• Supports the implementation and monitoring of the PGCPS Climate Change Action Plan (CCAP) and makes revisions as needed based on evolving science, priorities and feasibility;
• Collaborates with various internal and external stakeholders to meet requirements and share new guidance, regulations and legislative initiatives for climate resilience;
• Coordinates the development of climate risk management and adaptation plans for PGCPS business units and related performance metrics to track progress towards goals;
• Facilitates the consideration of climate change science into policy decisions, project planning and asset management to achieve PGCPS sustainability goals;
• Fosters synergy among activities of the CCAP, the Climate Action Task Force, Maryland Climate Change Commission and its working groups;
• Serves as the PGCPS liaison for supporting curriculum development, training and credentialing activities through Maryland'sClimate Leadership Academy;
• Advises PGCPS leadership regarding costs and benefits associated with addressing climate impacts and consequences, including the social, economic and ecosystem implications of PGCPS investments;
• Represents PGCPS as a thought leader for climate-related matters on various local, state, regional and national committees, commissions, councils and other collaborative working groups;
• Facilitates vertical and lateral interdepartmental coordination to ensure that PGCPS stays abreast of federal, state and local laws and develops and implements environmental policies and programs consistent with local, state and federal directives for environmental stewardship and compliance;
• Proposes high-level policy development and implementation strategies to leadership and oversees the execution of objectives to achieve short and long-term program goals;
• Integrates environmentally responsible policies and practices in the planning, operations and maintenance of PGCPS infrastructure;
• Represents the Director, Associate Superintendent and Chief Operating Officer at various meetings as needed; and
• Performs other duties as assigned.

Job Requirements

QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skills, and/or abilities required.

• Knowledge of environmental policies, laws and regulatory requirements, waste reduction, and natural resources conservation;
• Knowledge of sustainability prices and practices, climate change mitigation and adaptation strategies, and energy management and efficiency;
• Ability to drive environmental sustainability programs throughout the school system;
• Ability to build relationships and collaborate with senior leadership, peers, internal and external stakeholders and staff at all levels;
• Strong written and oral communication skills and ability to intuitively present and document ideas and concepts to staff, management and stakeholders at all levels;
• Ability to plan, implement and evaluate;
• Effective critical thinking, problem-solving and decision-making abilities;
• Knowledge of, and comfort with Microsoft Office Suite software including Access, Excel, Word, and PowerPoint;
• Well-organized, detail oriented and attention to accuracy is critical; and
• Prepared to work in a fast-paced environment with multiple tasks ongoing at the same time.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

Bachelor's degree from an accredited college or university in environmental engineering, management, science, planning or policy, public administration, climate science, land use planning or a related field required; and amaster'sdegree preferred. Knowledge of and a minimum of eight (8) years previous experience in the planning and execution of sustainability practices and environmental stewardship.
