Title: Director of Residential Services
Reports to: Chief Programs Officer

Compensation : $90k- $95k annually
Office Hours: M-F, 8:00 am to 4:00 pm / on call 24/7
Supervisory Responsibility: ILS Program Administrator, QIDP (s), Nurse Manager, HUD Specialist
Position Summary
Under the Supervision of the Chief Programs Officer oversee all operations for the ECF Residential Services. Will be responsible for the organization, delivery and evaluation of all residential services to ensure quality.
Essential Duties and Responsibilities
- Provide management and leadership oversight to program supervisors, be available to program staff, clients and parents 24/7 including weekend and holidays.
- Assist in the development of objectives and goals for each program managed that are consistent with the agency's overall planning. Oversee the collection of program evaluation data and development and implementation of program objectives for all programs supervised.
- Develop Quality Assurance/Quality Improvement (QA/QI) metrics and reporting procedures to maintain and increase service delivery in the areas of, placement, training and health and safety activities.
- Monitor the quality and effectiveness of services to assure compliance with the agency's policies procedures, Title 17 and Title 22 Regulations as well as the Federal Interpretive guidelines for ICF facilities.
- Review and update HUD related policies and procedures. Ensure all HUD certifications are conducted in a timely manner, audit HUD files on a regular basis to ensure compliance with all regulatory standards.
- Responsible for completing Medi-Cal related paperwork for ICF facilities (TARs, Prolonged Care Assessments and HS231) for all clients. Ensure documentation is submitted to Medi-Cal on a timely basis and follow up with Medi-Cal as needed for approval.
- Complete all required paperwork for annual licensing renewals.
- Responsible for program budget preparation, implementation and adherence.
- Develop and maintain facility policies and procedures and e nsure staff compliance with all acceptable program practices and procedures. Ensure all policies are reviewed annually and updated as needed.
- Oversee the ILS Program- ensure the program follows all HUD related regulations.
- Ensure the safety of consumers and staff by overseeing compliance with ECF's Injury and Illness Prevention Program. Comply with ECF policies and procedures, including mandated reporting requirements.
- Ensure timely and accurate reimbursement from Regional Center, HUD, Medi-Cal and other funding sources.
- In consultation with the Chief Programs Officer and Human Resources Department, handle personnel administration, including recruitment, training, supervision, development, evaluation and dismissal of those supervised to ensure compliance with ECF policies.
Other Duties
- Comply with ECFs Injury and Illness Prevention Program. Ensure safe use and operation of tools and/or equipment.
- Comply with ECF policies and procedures, including mandated reporting requirements.
- Provide continuity of services.
- Exempt employees are expected to o bserve regular, on-site work hours.
- Perform other duties as assigned.
Qualifications
Education/Licenses/Certifications: Bachelor's degree in one of the following areas: sociology, psychology or other related field .
Experience: Five years managerial or administrative experience in the Residential Program (ICF, Community Care of ILS related field) .
Knowledge/Abilities/Skills: - Knowledge of current developmental program services for adults with developmental disabilities.
- Knowledge of licensing, rehabilitation, and regional centers policies, procedures, and regulations.
- Ability to work on multiple assignments with competing deadlines.
- Ability to design, implement and coordinate program services.
- Ability to drive to various locations.
- Administrative and leadership skills.
- Excellent written and verbal communication skills.
Requirements
- Valid California drivers license, reliable transportation, evidence of car insurance, and insurable driving record.
- Pass a DOJ background investigation.
- Provide evidence of a negative TB test initially and every three years thereafter.
- Obtain and maintain NCI, First Aid and CPR certification.
Work Environment
This is a program that provides services to adults with varying degrees of learning, behavioral, emotional, and developmental disabilities. Employee could encounter individuals in crisis, exhibiting emotional/ psychological distress, or behaving in an aggressive manner. Duties are performed in a private office located in a production workshop environment and at other ECF sites. Noise level is moderate to high. Warehouse temperature will vary; some exposure to changes in temperature and weather conditions while driving to and from various location throughout L.A. County.
