Description POSITION SUMMARY Responsible for developing, directing, and maintaining policies and programs for the Human Resources Department that shape organizational culture and meet business needs and priorities; engage in organizational and strategic human resources planning in concert with the Chief Executive Officer and Executive Leadership Team; direct and oversee talent acquisition and retention practices to raise awareness of CHG as an employer of choice; oversee training needs, employee relations, compensation, benefits, safety and health, and employee services and the coaching and development of the HR Team in serving divisional needs. Serves as the organization's Safety Officer and serves as chairperson for the Safety Committee.
COMPLIANCE WITH REGULATIONS: Works closely with all departments necessary to ensure that the processes, programs, and services are accomplished in a timely and efficient manner by CHG policies and procedures and in compliance with applicable state and federal regulations including CMS and/or Medicare Part D, DHCS, and DMHC.
RESPONSIBILITIES - Creates human resources initiatives and programs that instill and reinforce Corporate and community values.
- Establishes consistent labor practices in compliance with state and federal law by formulating and recommending human resources policies and objectives for the entire organization, thereby protecting the interests of employees and the organization through organizational policies and governmental laws and regulations.
- Directs and oversees the positive employer-employee relationship and promotes a high level of employee morale by determining and recommending necessary employee relations practices.
- Initiates interactive performance management programs that utilize best practices associated with goal setting, benchmarking, and process improvement: Reviews and approves for release of all performance evaluations, before the evaluator delivers the performance review to the employee.
- Manages involuntary terminations in partnership with the Human Resources Manager and the CEO.
- Directs and coordinates the delivery of all general training for employees, encompassing personal, professional, and team development goal setting and completion, while also overseeing the handling of employee disciplinary actions and complaints. Works collaboratively with legal counsel on employee investigations and reviewing and updating personnel policies.
- Functions as a strategic business advisor to the executive/ senior manager of each business unit regarding key organizational and management issues.
- Develops comprehensive strategic recruiting and retention plans to meet the human capital needs of the company's strategic goals.
- Oversees the overall leadership and guidance to the HR functions of talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits.
- Ensures FLSA job classifications are audited and accurate and that the job descriptions prepared are current and representative of the work performed.
- Partners with the company's payroll counterpart to assist with Payroll Administration.
- Leads in the development of departmental goals, objectives, and systems.
- Develops reports to meet management requests and needs for human resources-related data and information at various levels within the organization.
- Owns HR operational and statutory reporting functions for internal use and as required by governmental entities.
- Directs the organization's employee total compensation programs by establishing wage structure, pay policies, health and welfare benefit programs, paid time off, safety and health programs, and other recognition and Work-Life Balance initiatives.
- Establishes and implements a program of safety, accident prevention, and health maintenance for all employees, including safe and proper use of equipment, and materials, identification and prevention of hazards, and prevention of accidents and injuries.
- Analyze all accidents and regularly search for patterns in injury reports to establish corrective procedures to reduce the potential for future accidents or hazards.
- Develops, recommends, and administers the approved departmental budget, including direct and indirect costs, and completes all required reports.
- Displays the highest ethical and professional behavior in working with employees and outside agencies associated with the organization.
- Enhances professional growth and development through participation in educational programs, current literature, in-service meetings, and workshops; and performs other related duties as assigned or requested.
Qualifications EDUCATION - Master's degree in business, Psychology, Human Resources, or related field required.
- Advanced certification in human resources required- PHR, SPHR, CA-SPHR, or equivalent.
EXPERIENCE/ SKILLS - Minimum of ten or more years of human resources experience, including complex and varied programs involving talent acquisition and development, employee relations and communications, total compensation, performance management, and employee health, welfare, and safety.
- Sound knowledge of human resources theories and concepts, State and federal employment and wage and hours, and health and safety laws and regulations, and learning management systems.
- Prior experience in administering 401(k) retirement programs is highly desirable.
- Must be proficient in Microsoft, HRIS, and related HR applications needed for State and federal reporting, as required for the job.
- Have excellent leadership and organizational skills and the ability to motivate people.
- Have excellent integrity and demonstrate good moral character and initiative.
- Exhibit a personality that demonstrates interpersonal skills to relate well with staff, management, and regulatory agencies.
- Strong analytical and problem-solving skills.
- Superior verbal/written skills and presentation skills.
- Strong knowledge and understanding of insurance regulations, plan designs, and third-party record keeping/administration required.
PHYSICAL REQUIREMENTS - Will be required to work evenings and/or weekends and attend meetings outside regular working hours.
- Prolonged periods of sitting.
- Occasional travel.
