Position Summary
The Chief of Police shall serve as the administrative head of the Campus Police Department. Responsibilities include managing the daily functions of the department, supervising the campus police officers and security officers, and evaluating and reacting to situations involving the safety and security of the College community.  The Chief of Police will adhere to the policies specified by the Alabama Community College System Board of Trustees and the Trenholm State Community College Faculty and Staff Handbook.

Essential Duties and Responsibilities

  1. Supervise and monitor the work of campus police officers and security personnel across all campuses, ensuring consistent adherence to policies and procedures.
  2. Ensures increased efficiency and effectiveness of the department by developing policies and procedures.
  3. Orient and train officers in college security-related policies and practices.
  4. Coordinate appropriate training for departmental personnel to ensure currency in the field and meet or exceed standards established by the Alabama Peace Officers Standards and
  5. Training Commission and the Alabama Community College System.
  6. Conduct a continuous quality improvement program for safety and security on campus.
  7. Advise college leadership of activities, events, or circumstances requiring immediate attention.
  8. Coordinates submitting all criminal reports to the Alabama Criminal Justice Information System as the state law requires.
  9. Plan and Coordinate training drills and exercises for the college related to safety and security, including but not limited to evacuation and lockdown drills in every building during every 24-month cycle.
  10. Serves as liaison between the college and external agencies on safety and security matters.
  11. Maintains and updates all campuses’ hazard mitigation, emergency response, and recovery plans.
  12. Coordinates training with emergency response partners to ensure proper unified response during critical events.
  13. Provide training to faculty and staff concerning indicators of potentially problematic behaviors so that positive behavioral interventions can allow the at-risk individuals to thrive.
  14. Publish an Annual Security Report by October 1 each year and distribute it annually to all students and college staff.
  15. Maintains a Daily Crime Log as required by the Clery Act.
  16. Provides training as requested to the campus community related to domestic violence, dating violence, sexual assault, drug abuse prevention, and alcohol abuse prevention.
  17. Coordinates storage of criminal evidence and destruction of evidence upon completion of criminal cases.
  18. Coordinates Behavioral Intervention Team activities and conducts threat assessments on all student and employee disciplinary actions and persons identified as potential threats.
  19. Conducts or coordinates investigations of code of conduct violations for students and staff.
  20. Coordinates storage of criminal evidence and destruction of evidence upon completion of criminal cases.
  21. Direct the planning, organization, and execution of all emergency management activities to ensure that its activities are coordinated with county, state, and national programs
    Serves on college and community committees as assigned.
  22. Coordinates training for college personnel on matters of safety and security.
  23. Assists in developing plans and procedures for campus security, emergency response, and other related matters.
  24. Responsible for ensuring incident reports are completed and submitted to the Vice President of Student Affairs & Information Services in a timely manner.

 

Qualifications

Required Qualifications:

  1. Associate’s Degree from a regionally accredited institution.
  2. Minimum of three (3) years of employment experience as a police officer at an administrative supervisory level.
  3. Experience as a criminal investigator.
  4. Experience as a law enforcement trainer.
  5. APOST minimum Standards Certificate or ability to achieve a lateral transfer from APOST.
  6. Valid Alabama driver’s license.
  7. Must be insurable by the College’s insurance carrier.

 

Preferred Qualifications:

  1. Bachelor’s Degree from a regionally accredited institution preferred.
  2. Employment experience as a police officer in a college setting is preferred.

 

Required Knowledge, Skills, & Abilities:

  1. Thorough knowledge of law enforcement methods, security methods, and traffic control procedures
  2. Ability to follow written and oral instructions
  3. Effective communication skills, both written and oral
  4. Ability to develop and maintain effective relationships with faculty, staff, students, and the general public
  5. Ability to effectively supervise personnel
  6. Ability to exercise independent judgment and initiative
  7. Prolonged sitting and standing at times. 8. Some overnight travel may be required.
  8. Ability to travel independently.
  9. Ability to work with large groups.
  10. Ability to traverse both campuses.
  11. Ability to work flexible hours.
  12. Ability to communicate by using PC, telephone, and written media.

 

Physical Requirements:

  1. Ability to stand, sit, walk, or run for extended period of time.
  2. Valid driver’s license or ability to travel independently.
  3. Ability to traverse campuses.
  4. Ability to lift, move or transport independently at least up to 30 pounds.
  5. Ability to plan, organize, coordinate, and manage complicated tasks.
  6. Ability to work flexible hours.
  7. Ability to meet other physical demands to a comparable professional position in the public or private sector.
