About the Department:
Safety, Emergency, and Enterprise Risk Management (SEERM) provides leadership and education to promote and sustain a safe and healthful environment for our community to learn, work, live, and thrive. The unit serves the university by managing health, safety, environmental, emergency, and risk management programs in collaboration with our partners and stakeholders.
About the Position:
The Emergency Manager will research, develop, and maintain disaster emergency plans for all university campuses; manage the university's continuity of operations plan; participate in the development and coordination of emergency exercises for all university plans; maintain, manage, and improve emergency notification systems and emergency messaging; and serve as Deputy to the Director of Emergency Management and Fire Safety.
Responsibilities:
Develop and Maintain Emergency Management Plans, Policies, Procedures, and Documents:
- Develop, maintain, and update emergency management programs, plans, procedures, and guides;
- Lead the development and routine review of all plans, procedures, and documents associated with Emergency Management Programs and in partnership with stakeholders;
- Engage regional and state emergency management stakeholders as necessary in emergency planning efforts; and
- Establish a strategic plan that identifies and maps document development timelines and goals to meet institutional emergency management programmatic needs based on leadership input and stakeholder engagement.
Provide Administrative Support to Emergency Management Programs:
- Act as Director's Deputy as requested;
- Serve as Project Manager for emergency management projects;
- Maintain university mass notification system and send campus wide emergency alerts and communications as necessary;
- Participate in university committees and routine meetings as necessary;
- Lead or assist with routine Emergency Operations Group (EOG) and Emergency Operations Center (EOC); and
- Participate in strategic planning, audits, routine team meetings, annual reports, professional development, and search committees.
Implement Emergency Preparedness Activities for the University:
- In partnership with the Training and Exercise Coordinator, deliver exercises based on a multi-year training and exercise plan, and current conditions at the university; and
- Respond to emergency and urgent issues according to emergency management plans, policies, and procedures.
Required Qualifications:
- High school diploma or equivalent;
- Experience in an organization involved in disaster and emergency response or preparation;
- Direct experience in making immediate decisions related to life safety and property conservation; experience in coordinating comprehensive plans with multiple agencies, jurisdictions, and disciplines;
- Experience designing and providing emergency exercises;
- Considerable experience in emergency management;
- Knowledge of all phases of emergency management including causes, effects, and dynamics of threats, hazards and resultant emergency situations;
- Knowledge of applicable federal, state and local laws, regulations, and guidelines, related to emergency management;
- Understanding of practices used in preparation of an all-hazard functional emergency plan;
- Understanding of the functions of an Emergency Operations Center (EOC);
- Ability to simultaneously manage multiple projects;
- Ability to use a computer fluently to include Microsoft Office software;
- Demonstrated ability to work as part of a cooperative team;
- Demonstrated ability to communicate with faculty and staff at all levels of education;
- Ability to exercise independent judgment and initiative; prepare comprehensive oral and written reports; prepare and implement emergency response plans; apply basic computer skills; establish and maintain effective working relationships; manage complex notification systems; and train others in the use of available emergency response systems; and
- Live within a 25-mile radius of the Fairfax campus, and respond to emergency events outside of regular business hours.
Preferred Qualifications:
- Bachelor's degree in related field, or equivalent combination of education and experience;
- Master's degree in emergency planning, public administration, public safety, criminal justice, business management, or equivalent experience;
- Certified Emergency Manager (CEM), or Virginia Professional Emergency Manager (VaPEMA) strongly preferred; and
- Experience at an institution of higher education.
