Johnson County Community College Position, Department: Senior Buyer, Operations
Type of Position: Full-time Salaried, Exempt
Work Schedule, Hours per week: Monday-Friday, 8 a.m.-5 p.m., 40 hours per week
Pay Range: $55,485-$69,357 and determined based on relevant years of work experience.
Pay Grade: 56.56

Position Summary: Promotes the most effective use of college funds in the acquisition of commodities and services. Evaluates market conditions, defines needs with departments, and manages sourcing through various bidding methods (RFQ - Request for Quotes, RFB - Request for Bids, RFP - Request for Proposals, Cooperatives, other methodologies). Reviews, establishes, negotiates, and manages contracts, and vendors. Manages daily activities in the absence of the Executive Procurement Director. This position does not supervise employees.
Required Qualifications: Bachelor's degree in related business field.
Minimum of five years purchasing, buying, and/or contract management experience.
Experience with purchasing processes and procedures, rules, and best practices.
Experience developing, writing, and analyzing formal and informal RFQs (Request for Quotations), RFBs (Request for Bids), and RFPs (Request for Proposals) and cooperative buying to source goods and services.
Strong contract review, contract management, vendor management, and negotiation skills.
Ability to work on multiple projects while under deadline/pressure.
Project management and strong organizational skills.
Effective communication with a diverse community and able to diffuse conflict.
Detail-oriented and accurate written composition and communication.
Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
Proficiency with ERP (Enterprise Resource Planning) software such as Banner.
Preferred Qualifications: Master's degree in related business field.
Government or higher-ed purchasing experience.
Experience with public purchasing processes and procedures, rules, and best practices.
Familiarity with NIGP (National Institution of Government Purchasing), KAPPP (Kansas Association of Public Procurement Professionals), MACPP (Mid America Council of Public Procurement), NAEP (National Association of Educational Procurement), or other professional public procurement organizations.
One or more of the following certifications: Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Accredited Purchasing Practitioner (APP), or Certified Purchasing Card Professional (CPCP).
Knowledge of business law and Kansas statutes applicable to college procurements.
Familiarity with public purchasing and public cooperative purchasing contracts.

Position Details: Job duties include but are not limited to: - Procure materials, equipment, supplies and services - Process requisitions to purchase orders with heavy emphasis on business services and commodities such as business, banking, financial, insurance, benefits, facility-rental and lease agreements, legal, and other professional services. Assures accuracy of orders based on department needs. Confirms vendor receipt of order.
- Develop and investigate sources of supply and manage processes to seek competitive pricing - Conduct sourcing using various bid methodologies in accordance with the Procurement department's processes and procedures and JCCC policies. Ensure commodities and services are procured at the greatest value available to the College.
- Establish and review contracts for goods and services - Review new and existing contracts. and manage complex negotiations. Identify existing situations where the creation of a new contract would provide additional value to the College. Manage contracts and vendors via vendor/department follow-up, contract audit, etc.
- Customer service - Team-oriented and maintain courteous professional relations with all internal and external clients and vendors.
